Primary Purpose of DepartmentThe mission of Facilities Management is to provide quality learning, research, and living environment for the benefit of students, faculty, staff, and the community by planning, building, operating, and maintaining the campus of the University of North Carolina at Charlotte.
Primary Purpose of PositionThe Campus Property Officer will be responsible for overseeing all aspects of the UNC Charlotte real property program and for implementation and compliance with the University real property policies, leasing policy, UNC System Policies, and State statutes, policies, procedures, and protocols. All real property transactions are completed in an effective and timely manner for the benefit of UNC Charlotte and the State of North Carolina.
The University Campus Property Officer will facilitate real property transactions for the University and its Associated Entities, collaborate to acquire and dispose of real property assets, and administer various transactions to support the University's mission. These include acquisitions/dispositions by lease, purchases, sales, exchanges, gifts, and bequests. All transactions require prior review and approval of governing bodies before execution. Transactions are centrally administered for consistency and compliance before submitting for approval to University Administration and the governing bodies of the Board of Trustees, Board of Governors, and the Council of State.
of Position Responsibilities
- Follow the University real property policies and guidelines and incorporate best practices.
- Responsible for data entry and management of real estate records database system.
- Prepare forms, letters, RFPs, general correspondence, and reports.
- Advise and collaborate with clients, program participants, and others to resolve difficult issues in assigned program area(s).
- Determine and document a course of action to address complex, ambiguous or unique operational and/or programmatic issues in assigned area(s).
- Prepare and analyze overall business operations and matters pertaining to the program area.
- Maintain and enhance professional relationships to increase credibility for building support and reaching consensus when explaining and interpreting program policies and procedures within assigned area(s).
Coordinate efforts with the State Property Office & UNC System Office through the Associate Director of Planning, Senior Director of Planning, Design & Construction and Associate Vice Chancellor of Facilities Management.
Minimum Education /Experience- Certified Property Manager (CPM) certification.
- Demonstrate expert level knowledge of commercial real property transactions, planning concepts, and space management for a college or university.
- Direct the management of program and staff resources, providing support and guidance to staff.
- Develop solutions for complex and unique projects.
- Ability to work/interact effectively with people from different backgrounds and cultures.
- Use knowledge and experience in commercial real property transactions, budgeting, financial management, estimating, scheduling, and planning.
- Enforce State, University, and departmental policies, regulations, and performance dependability.
- Possess strong verbal and written communication skills. Ability to communicate problems, solutions, and processes effectively to customers, senior administration, and field technicians in various and constantly changing conditions. Strong skills in negotiation, conflict management, and the ability to create consensus, get buy-in, and solve problems quickly and effectively.
- Possess intermediate to advanced proficiency in Microsoft Suite.
- Knowledge and skill with Google Applications and willingness to learn new programs.
