JSI invites you to join our team as an Environmental Specialist II on the Engineering and Design Team in the Charlotte, NC office. You will play a critical role in advancing broadband and telecommunications initiatives and help clients navigate environmental aspects of grant applications and construction projects.

Department: OSP – Engineering & Design

Location: Charlotte, NC

Pay: $31.00 – $34.00 per hour (full time)

• Research environmental components in project proposals and determine concerns and required mitigations.
• Work with federal and state agencies to obtain environmental permitting clearance for construction.
• Support development of state and local land‑use and permitting efforts, including conditional/special use permits and certificates of environmental compatibility.
• Assist with project compliance, fieldwork support, budget coordination, and proposal or scope‑of‑work development.
• Coordinate survey efforts between third‑party consultants and federal agencies as required.
• Understand the rules and regulations for federal grant dollars, including:
  • National Environmental Protection Act (NEPA)
  • Section 106 of the National Historic Preservation Act
  • Section 7 of the Threatened and Endangered Species Act
  • State Archaeological Agency regulations
• Use Google Earth, QGIS, Excel, and Word to support project activities.
• Write letters to agencies, draft reports, negotiate avoidance and mitigation methods, and resolve conflicts in a timely professional manner.

• Bachelor’s degree in biology or related sciences; or 30 credit hours in biology combined with relevant field experience.
• 5 to 10 years of demonstrated environmental agency permitting experience.
• Knowledge of federal agencies such as the US Army Corps of Engineers (USACE), Federal Energy Regulatory Commission (FERC), Bureau of Land Management (BLM), US Forest Service (USFS), and/or US Fish and Wildlife Service (USFWS), and other state/local agencies.
• Experience with federal grant regulations: NEPA, Section 106, Section 7, and state archaeological agency rules.
• Proficiency with Google Earth, QGIS, Excel, and Word.
• Strong language and communication skills for writing letters, drafting reports, and negotiating mitigation methods.
• Ability to resolve conflicts in a timely and professional manner.
