The University of Virginia (UVA) seeks a dynamic and highly skilled Senior Manager - Debt Portfolio & Internal Bank. Reporting to the Managing Director of Treasury (with a coordinating relationship to the Treasurer), this individual serves as the institution's hands-on modeling, analytics, and reporting expert for UVA's debt portfolio and Internal Bank, spanning the Academic Division, Medical Center, and UVA Wise.
The role also extends across UVA's Foundations (University-Affiliated Organizations, or UAOs)-a significant number of which consolidate into the University's financial statements and rating-agency credit profile-and requires the Senior Manager to build and maintain working relationships with the financial leaders of these organizations, whose debt and cash positions directly impact the consolidated Financial Statements.
- Own the development, maintenance, and continuous improvement of the quantitative models supporting UVA's Internal Bank, including internal lending and investing rates, loan amortization, and the allocation of debt capital to Schools, Departments, and Units.
- Plan, develop, publish, implement, and evaluate fiscal policy related to the Internal Bank.
- Model the Internal Bank across the University's 100-year debt portfolio horizon, incorporating century / long-dated bond strategy, refunding assumptions, and multi-generational capital-planning scenarios.
- Serve as the primary liaison with UVA's Financial Advisors on Internal Bank modeling-working with other departmental associates on reconciling assumptions, validating outputs, and integrating Advisor input into the University's models.
- Prepare scenario analyses, sensitivities, and projections that inform decisions on internal rate-setting, loan terms, and disbursement of Internal Bank resources.
- Prepare periodic forecasts of revenues, expenditures, and changes in Internal Bank fund balances to ensure compliance with Internal Bank capitalization requirements and budgets.
- Produce financial statements, dashboards, and reporting on Internal Bank activity for Treasury leadership and the Finance Committee.
- Support the planning, structuring, and execution of tax-exempt and taxable debt, including the University's commercial paper program, long-term bonds, and refundings.
- Assist the Treasurer and Managing Director in overseeing and managing the debt portfolio and the issuance of debt-including bond issuance preparation, coordination, and management, and post-issuance reporting requirements.
- Build and maintain models that evaluate the University's debt capacity, affordability, and portfolio composition (variable-rate exposure, liquidity facilities, amortization schedules, and refunding opportunities).
- Track UVA's outstanding debt portfolio and support covenant compliance, reporting accuracy, and ongoing performance monitoring.
- Analyze financing alternatives and capital-market conditions to support UVA's long-term financial strategy.
- Work with Facilities Management on the funding sources of capital plans and ensure their appropriate reflection in the General Ledger, managerial reports and Internal Bank Model.
- Serve as the Treasury team's expert in advanced Excel modeling-complex, well-controlled, auditable workbooks that others can rely on.
- Use AI-enabled tools and techniques to model, clean, aggregate, and analyze large financial data sets efficiently, with appropriate controls and validation. (Effective use of AI in modeling and large-data-set work is a requirement of the role.)
- Serve as the institutional subject-matter expert in Debtbook, maintaining it as the system of record for debt data and leveraging its analytics and reporting capabilities.
- Integrate Treasury models and data with University systems (e.g., Workday, e-Builder) in partnership with Financial Advisors and internal teams.
- Prepare quarterly and other periodic financial analyses and reports to provide accurate and timely financial information to Leadership.
- Distill large volumes of complex financial data into compelling, story-driven PowerPoint presentations that facilitate informed decision-making by executive leadership, the Board of Visitors, and its committees.
- Design executive-quality visualizations and dashboards that make sophisticated debt and Internal Bank concepts accessible to non-technical audiences.
- Prepare materials for rating-agency meetings, surveillance updates, and internal governance forums.
- Engage credibly and professionally with Deans of Schools and senior leadership on internal financing options, rates, and strategy-translating technical modeling into practical, decision-ready guidance.
