Job Summary / Objective

The Utility Assistant Registrar performs complex technical, supervisory work for the Registrar in accordance with specific federal, state, and local voter registration and election laws and regulations. Responsibilities include various tasks throughout the department at the discretion of the Registrar.

Essential Functions
  • Assists staff in safeguarding and performing departmental tasks, as approved by Registrar;
  • Assists staff with preparation and maintenance of registration and voting materials and records;
  • Assists in working with schools and private facilities that serve as voting precincts;
  • Assists with preparation of voting machines, electronic pollbooks, ballots, and other election materials for delivery to Early Voting and to voting precincts on, before and after election days;
  • Assists with training of election officials;
  • Assists with inventory and maintenance of office and election supplies;
  • Assists in management, storage, and retention of Electoral Board and election records;
  • Performs other duties as assigned by the Registrar.

  • Working knowledge of standard office procedures and election operations.
  • Ability to learn and apply Virginia and federal voter registration and election laws.
  • Strong organizational skills and attention to detail.
  • Ability to work effectively in time-sensitive, high-pressure environments.
  • Strong interpersonal skills and ability to interact tactfully with the public.
  • Proficiency with standard office equipment and basic computer applications.
Required

Education and Experience
  • Any combination of education and experience equivalent to high school completion.
  • Must meet statutory qualifications to be appointed as an Assistant Registrar and take the required oath.
  • Ability to meet County safe driver requirements, if applicable.
Preferred Qualifications / Certifications
  • Experience in project management, business administration, or related field is highly desirable.
  • Experience as an Electoral Board Assistant or Assistant Registrar is strongly preferred.
  • Experience as a voting precinct election officer is highly desirable.
Statutory and Legal Requirements
  • Must be a qualified voter in the Commonwealth of Virginia.
  • Appointed for a term not to exceed that of the appointing Registrar and serves at the Registrar’s discretion.
  • May not hold elective office, be employed by an elected official, or participate in political campaigns within the jurisdiction.
  • All duties must be performed in a strictly non-partisan manner.
Physical and Resource Requirements
  • Primary work is performed in the Voter Registration Office located in the 5th St. County Office Building, and in the Voting Machine Storage Area.
  • Incumbent is responsible for maintaining regular contact with the General Registrar and the members of the Electoral Board regarding ongoing activities.
  • Frequent interaction with County staff, general public, candidates for office and elected officials.
  • All work must be completed in a non-partisan fashion, and incumbent must be able to tactfully handle partisan political statements made by officials, candidates or the general public.
  • Work is generally performed in an office setting, with occasional travel to other sites (primarily within Albemarle County).
  • Site visits may include educational and religious institutions used, or proposed to be used, as voting locations.
  • Requires frequent sitting or standing for extended periods with occasional moderate lifting.
  • Requires operation of a variety of standard office machines.
  • Periodic evening, weekend work and overtime is required as workload dictates.
  • Work performed in County offices, voting machine storage areas, Early Voting sites, and polling locations.
  • Frequent standing, walking, and lifting of election materials.
  • Evening, weekend, and overtime work required during election periods.
Salary Range

The hiring range for this position is $25.73 - $28.43 per hour (approx. $53,512 - $59,144 per year). Starting offer is based on applicable education beyond minimum requirements and internal equity. The position also provides excellent benefits including 12 paid holidays, paid vacation and sick leave, health insurance options with employer contribution, employer-paid life insurance, VRS retirement, and continuing education/training opportunities.

This is a full time, FLSA non-exempt position.

Internal candidates will receive pay adjustments in accordance with Local Government Personnel Policy.
