Job Duties

The Virginia Department of Emergency Management is currently seeking a qualified candidate to become our State Hazard Mitigation Planner (SHMP!). This position is eligible for two days of telework per week. Due to the public-facing nature of the role, regular onsite presence is required.

The State Hazard Mitigation Planner (SHMP) is responsible for authoring and maintaining the Commonwealth of Virginia Hazard Mitigation Plan (HMP) to ensure the hazard mitigation program of the Commonwealth remains compliant with current federal program requirements. This includes building and maintaining relationships in the hazard mitigation community at the local, state, and federal levels of government, the private sector, Institutes of Higher Education (IHEs), tribal nations, and other community stakeholders.

The SHMP will coordinate with the VDEM Risk Assessment Program Analyst to provide guidance and technical support on the Hazard Identification and Risk Assessment. Additionally, the SHMP will coordinate with contractor teams to support the revision of the HMP, as needed. The SHMP is responsible for ensuring all requirements are met in accordance with federal guidance and deadlines. The SHMP will work closely with VDEM's Grant Management and Recovery Division to ensure strong integration between the HMP and Hazard Mitigation Grant Programs.

Through the Planning District Commission (PDC) Engagement Strategy—and in collaboration with the Hazard Mitigation Grant team—the SHMP will coordinate with VDEM Regional All Hazards Planners to work with Virginia's PDCs to provide technical assistance for hazard mitigation plan writing and maintenance and grant project development and implementation in support of the State's HMP. Additionally, this role will also provide hazard mitigation planning guidance and support to other State agencies.

The SHMP may be assigned other tasks as necessary. The SHMP will be assigned a Virginia Emergency Support Team (VEST) role and is designated as essential personnel. Employees may be required to work during emergency situations, such as inclement weather, and natural or man-made disasters/events as directed. This may require irregular work hours, work at locations other than the official duty station, and may include duties other than those specified in the employee's official Employee Performance Profile/job description.

Minimum Qualifications

- Demonstrated experience in interpreting and applying federal emergency management policy and doctrine, including FEMA's Comprehensive Planning Guide (CPG) 101 and FEMA hazard mitigation planning policy.

- Considerable working knowledge of hazard mitigation principles, including risk assessment, hazards, and mitigation strategies.

- Superior interpersonal and communication, written and verbal, skills.

- Demonstrated ability to oversee and conduct the development, writing, and review of all hazards plans to create professional, effective plans.

- Demonstrated ability in facilitating stakeholder engagement with local, regional, state, non-profit, and private sector partners.

- Demonstrated ability to relay technical, regulatory, and/or sensitive information to diverse individuals and groups.

- Demonstrated ability to prioritize competing tasks and deadlines, manage multiple projects effectively, and attention to detail in the work conducted and documents produced.

- Demonstrated ability to conduct research, organize and analyze information, and communicate findings and produce project status reports.

Additional Considerations

- Experience in local, regional, state government emergency management, homeland security, planning, or resilience environments is preferred.
