Talent Manager, Regulatory Compliance Specialist, HR Manager
This position performs professional, administrative, and complex analytical human resources activities related to compensation and classification. Conducts market surveys, research, analyzes data, and provides guidance on related matters. Work is performed under the supervision of and reports to the Compensation & Systems Manager.
The preferred hiring amount is between $60,250.87 - $72,551.69 Annually. Starting offer is based on applicable education, experience, and internal equity. This is a full‑time, exempt position which provides excellent benefits, including 13 paid holidays plus 1 floating holiday, paid vacation and sick leave, health insurance options with employer contribution, employer‑paid life insurance, City’s retirement options, gym membership reimbursement, tuition reimbursement, and continuing education/training opportunities.

- The City of Charlottesville manages its own retirement system and does not participate in VRS, however the City has a Portability Agreement with VRS and there are certain provisions that must be met. Responsibilities- Performs a variety of assignments assisting in the analysis, evaluation, implementation, and administration of the City’s compensation programs, strategies, and initiatives.
- Reviews and approves job offers to ensure alignment with the City’s compensation practices, collective bargaining agreements, and appropriate pay equity.
- Provides advice and recommendation to department managers on offer requests, salary adjustments, and related compensation matters.
- Develops, updates, and maintains job descriptions, in coordination with supervisor.
- Researches and analyzes classification and compensation issues, conducts job analysis studies and audits, assists in reclassification requests, and makes recommendations on job classification placements and changes.
- Assists in the administration of annual salary adjustments and pay plan.
- Compiles and prepares information, reports, and documents on classification and compensation reviews/changes and/or for information related to collective bargaining.
- Assists in the gathering and analysis of internal surveys, responding to external salary surveys, and preparing EEOC reports, and other required federal and state reports and/or surveys related to the City’s workforce, classification, and compensation practices and policies.
- Assists in the development and review of related programs, as well as provides presentation of information.
- Creates SOPs and assists with review of SOP’s for related area of work.
- Maintains proper adherence and documentation, maintenance of related files and tracking logs, and in accordance with State, Federal and local laws.
- Participates in the development, implementation, and day to day administration of human resources policies, procedures, and projects.
- Responsible for appropriate use and maintenance of City equipment, tools and other resources, including work time.
- Regular and reliable attendance.
- Participates in special projects as assigned.
- Cross trains and assists in all areas and/or serve as back‑up to other Human Resources staff.
- May receive or handle FOIA requests and/or forward such requests to appropriate staff members.
- May participate in contract management, as necessary.
- May act in the absence of manager, when assigned.
