General Statement Of Responsibilities
This is a management (FLSA exempt) position. The incumbent serves as the Program Manager of Regional Housing Initiatives, with program manager-level responsibility for oversight, coordination, and integration of select regional housing and developmental services systems. The position exercises independent judgment and authority in supervising Permanent Supportive Housing (PSH) operations, overseeing operational performance of the contracted REACH program, and overseeing the regional Developmental Disabilities (DD) Flexible Funding Program.

Major Duties- * Provides direct administrative and operational supervision of Permanent Supportive Housing (PSH) programs and assigned staff, including oversight of service delivery, staff performance, and compliance with applicable requirements.
- * Serves in a leadership role within Region 1 on issues pertaining to housing for consumers with barriers to successful community placement.
- * Provides expert guidance on housing options for consumers being discharged from state facilities, private hospitals and other regional programs.
- * Assesses consumer service needs, capabilities and appropriateness for various levels of residential services.
- * Provides expert guidance to consumers and residential providers with the process of obtaining an appropriate housing subsidy.
- * Collaborates with CSB hospital liaisons on a regular basis regarding residential provider options.
- * Collaborates with residential providers on a regular basis regarding consumers being served, as well as building and strengthening community partnerships.
- * Actively outreach and identify residential providers who serve the target population. Delivers appropriate information about regional programs and services. Provides education on the difficulties in placing this population, as well as the supports that can be offered.
- * Create and maintain a regional residential provider database to include population served, history of working relationship, effectiveness, etc.
- * Supports operational coordination and performance monitoring of the vendor-contracted REACH program in consultation with the Senior Director of Regional Programs and Services, ensuring adherence to contractual obligations and DBHDS expectations.
- * Provides oversight of the regional Developmental Disabilities (DD) Flexible Funding Program, including monitoring utilization, reviewing expenditures, ensuring compliance with program guidelines, and coordinating with CSBs and DBHDS as appropriate.
- * Reviews and analyzes programmatic and performance data related to REACH, PSH, and DD Flexible Funding; identifies risks, trends, and system-level issues and elevates findings through appropriate leadership channels.
- * Ensures assigned programs operate in compliance with licensure standards, regulatory requirements, funding parameters, and internal policies and procedures.
- * Participates in regional or state meetings related to assigned programs.
- * Maintains required documentation, reports, and correspondence related to assigned areas of responsibility.
- * Reviews and reports contracted vendor data with respect to REACH crisis response as governed by the performance contract;
- * Completes required expense reports and program status reports submitted to DBHDS;
- * Reviews and approves payment for services where Region Ten serves as the fiscal agent on behalf of DBHDS to pay for select consumer supports;
- * Ensures that information is gathered and appropriately interpreted for quarterly and annual financial and programmatic reports;
- * Participates in all required trainings;
- * Maintains correspondence and reads all applicable publications, emails, newsletters, and notices;
- * Other duties as assigned.
The incumbent reports to the Senior Director of Regional Programs & Services and receives general supervision, referring situations to the supervisor when clarification or interpretation of policy is needed. The position requires the ability to function with initiative, utilize independent judgment, and provide leadership within the behavioral health and developmental services system. In carrying out position duties, the incumbent performs in accordance with applicable professional ethics and established Region Ten policies.
Education- Bachelor’s degree in human services, behavioral health, public administration, or a related field required.
- Five (5) or more years of progressively responsible experience in behavioral health, developmental services, housing systems, and human services required. At least three (3) years of supervisory or management experience required.
- Experience with funding monitoring and contract management strongly preferred.
