Director of Grant Management and Recovery #00021

The Director oversees all grant-making for preparedness, mitigation, and disaster recovery programs, and related administrative functions for VDEM's state and federal grant programs. This role ensures full compliance with applicable state and federal regulations and policy and assesses financial risk, while aligning with agency strategy, disaster goals and objectives. The Director leads the development and implementation of policies and procedures governing the agency's federally funded assistance programs.

The Director serves as the commonwealth's State Recovery Coordinator, coordinating closely with VDEM regional offices, state agencies, local governments, and nonprofit partners to support recovery and mitigation initiatives. The position also establishes standards, training, communication protocols, and expectations for all state and federal grant programs. All VDEM employees are designated as essential personnel and may be required to work during emergency situations, such as inclement weather, and natural or man-made disasters/events as directed.

This may require irregular work hours, work at locations other than the official duty station, and may include duties other than those specified in the employee's official EWP.

Minimum Qualifications

- Knowledge of state and federal grants management processes, laws and statutes, and policy requirements.

- Experience managing projects, budgets, timelines, and objectives and key metrics.

- Experience conveying complex information to senior leaders, external partners, and diverse stakeholder groups.

- Ability to interact with diverse groups to educate and inform decision making.

- Administer, monitor, analyze, reconcile and report on multiple complex federal grants.

- Commitment to high‑level customer service excellence and stakeholder responsiveness.

- Ability to utilize automated systems such as EM Grants, FEMA GO, CARDINAL, NEMIS, and FEMA Grants Portal.

- Strong experience in leading, motivating, and supervising a team.

-Demonstrated executive leadership with strong organizational planning skills, including the ability to set priorities, drive performance, and lead cross‑functional initiatives.

- Ability to prioritize and make decisions reflecting the mission of VDEM.

The salary for this position is negotiable up to the maximum hiring range listed in this posting. Offers will not be made outside of the hiring range. This is a restricted position due to the funding source.
