Public Service Manager

The City's Public Service Manager performs managerial, technical, and administrative work overseeing the Public Service Division which includes the operations, maintenance, and programs related to right-of-way management, solid waste management (such as Large Item Collection, Street Sweeping, Leaf and Curbside Collection), streets, sidewalks, traffic infrastructure, and emergency and seasonal operation response. Completes work with substantial discretion and within broad parameters. Reports to the Public Works Director or Deputy Public Works Director.

The preferred hiring amount for this position is between $98,684.72 - $ annually. Starting offer is based on applicable education, experience, and internal equity. This position is also eligible for the following retirement benefits:

  • Vacation Leave: 3.09 hours accrued bi-weekly (increases with YOS).
  • Sick Leave: 4.62 hours accrued bi-weekly, approx. 120 hours per year with no limit on accumulation.
  • 13 Paid Observed City Holidays.
  • 1 Floating Holiday which must be taken during the fiscal year (July 1 - June 30).
  • Choice of retirement plan:
    • Defined Benefit Pension Plan:
      Provides a monthly benefit upon retirement, calculated using a defined formula based on earnings history, years of service, and age. The plan includes a 5-year vesting period and requires an employee contribution of 5% of salary.
    • Defined Contribution 401a Plan:
      Employer makes fixed contributions to an individual account, which are invested, and returns are credited to the account. The account balance is used to provide retirement benefits. Vesting occurs at 33% after one year, 67% after two years, and 100% after three years of service. No salary contribution is required.
  • Voluntary 457 Deferred Compensation Plan.
  • Eligibility to purchase prior service credit under the Defined Benefit Plan.

  • Develops, plans, manages and handles the overall coordination of maintenance and infrastructure repair programs related to the right-of-way, including planned and seasonal operations, and the installation of new infrastructure systems.
  • Develops, manages, and monitors the information systems including asset management and asset conditions, public facing informational portals, and GIS applications.
  • Develops and manages the planning and implementation of emergency and special operations.
  • Coordinates programs and services to ensure compliance with regulatory requirements.
  • Develops and manages contracts and agreements to supplement services delivery and ensures access and benefits for internal/external stakeholders.
  • Develops and manages capital and operating budgets which support the division systems and services.
  • Develops and presents reports to management, City Council, stakeholders, and public.
  • Provides administrative oversight including developing and administering operating budget, developing policies and procedures, writing reports on projects and making recommendations to management on project needs and concerns.
  • Sets and manages division priorities, creating clear direction and expectations for staff and follows through to ensure achievement and accountability.
  • Effectively responds to questions, concerns, and provides technical information to citizens, contractors, agencies, city management, and others.
