Additional detail is provided below for candidates who will perform engineering technical inspection, documentation, and compliance oversight for maintenance-related activities within the Residency. This includes contract monitoring, cost oversight, permit inspection, state force construction inspection, asset inventory, and SSAR evaluation. The role supports field operations by ensuring work within the right-of-way meets standards and is maintainable, and serves as a subject matter expert during construction project closeouts.
Provides technical support to the assigned engineering program area.
- Provide engineering technical inspection, documentation, and compliance oversight for maintenance-related activities within the Residency, including contract monitoring, cost oversight, permit inspection, state force construction inspection, asset inventory, and SSAR evaluation. Ensure work within the right-of-way meets VDOT standards and can be maintained effectively; serve as a subject matter expert during construction project closeouts. Provide technical support to the assigned engineering program area.
- Communication:
Communicate with VDOT support staff as well as external contacts and consultants. Proactively resolve issues at the lowest level. Project a positive VDOT image. Keep supervisor advised of important developments and field observations. - Contract Monitoring:
Review requirements and interpret contract specifications. Provide guidance to field workers. Monitor and evaluate contract maintenance work to ensure compliance with contract standards, VDOT Road and Bridge specifications, environmental, VWAPM, traffic and work zone safety, and other VDOT documents. Address and document contractor performance issues and notify the manager. Assist the supervisor to compile data and reports and coordinate activities with other team members. - Engineering Technology:
Apply principles and practices of engineering technology to assigned program areas. Interpret policies and procedures and apply them in daily work. - Equipment and Asset Maintenance:
Promote upkeep of assigned equipment and tools. Restock supplies, refuel vehicles, perform preventative maintenance, conduct routine vehicle inspections, collect on-site field data and condition of assets, enter information into the database, and generate reports. Follow all applicable guidelines and policies. - Incident Management:
Serve as liaison for monitoring emergency operations in the assigned area. Ensure the emergency operations plan is implemented, reviewing actions such as incident management, winter maintenance, snow removal, and other preparedness activities. - Inventory Data Management and Control:
Track inventory and manage purchasing needs for timely procurement. Maintain inventory control in the asset management system. Coordinate data entry for work orders, parts requests, equipment, etc. Comply with inventory data management policies and procedures. - Maintain Documentation and Communication:
Maintain project files and records for assigned areas. Update documents and manuals. Assist Contract Manager to keep contract files current. Communicate with support staff, external support, and contractors to discuss contract questions, resolve conflicts, and respond to citizen concerns regarding contract issues and safety matters. Compile diaries and photographs to document contractor work, timeliness, quality, and safety of workers and the traveling public. - Materials Testing and Environmental Compliance:
Perform materials testing on roadway maintenance projects and document results, costs, quantities, and progress. Ensure contractors comply with federal and state environmental regulations and guidelines. - Performance Monitoring:
Maintain records of contractor work and provide information for reports. Record daily activities, including charge codes for timesheets, vehicle rentals, materials, and equipment and work activity checklists. Conduct hands-on training. May serve as back-up facility supervisor and provide timely communication and documentation to appropriate contacts regarding activities and issues encountered. - Project Documentation:
Prepare and maintain daily documentation of project activities. Ensure documentation is submitted in a timely manner to avoid project delays and resolve project-related matters. - Recordkeeping:
Maintain accurate records for all project activities. Enter and update data to meet deadlines and requirements. Interpret and apply relevant policies and procedures.
- Ability to analyze data and draw logical conclusions based on analysis.
