Job Description

Full‑time training specialist responsible for designing, developing, and delivering training programs for bus and van drivers, special‑needs assistants, and other transportation staff. The position reports to the Assistant Director of Transportation and requires strong instructional design, project management, and technical support skills.

Essential Functions
  • Research, develop, and update training curricula for transportation personnel, including safety procedures and student management techniques.
  • Prepare monthly, annual, and special reports on training effectiveness, program metrics, and workforce development.
  • Consult with officials from other divisions to identify best practices and coordinate cross‑department projects.
  • Represent the department on committees related to training, safety, and organizational development.
  • Assist in documenting and investigating accidents and incidents, coordinating retraining for drivers with preventable accidents.
  • Design and maintain computer‑based applications and databases to track training records and performance metrics.
  • Train bus and van drivers, and special‑needs assistants on safety, student management, and behind‑the‑wheel techniques.
  • Serve as Third‑Party Tester and liaison for the Virginia Department of Motor Vehicles.
  • Maintain required DOE documentation, including evacuation drills, annual departmental training, and new driver records.
  • Provide technical support to staff and supervisors in the transportation department.
  • Maintain a Commercial Driver’s License and attend state‑level conferences on training innovations.
  • Drive a home‑to‑school FLEX school bus or assist as needed.
  • Perform related duties as required or assigned.
Knowlege, Skills, and Abilities
  • In‑depth knowledge of adult education principles, andragogy, and assessment of learning outcomes.
  • Strong analytical, forecasting, and statistical skills; ability to devise detailed procedures and methodologies.
  • Excellent oral, written, and listening communication skills.
  • Proficiency in personal computer applications (spreadsheets, graphics, word processing) and presentation tools.
  • Ability to develop, deliver, and facilitate training sessions for non‑technical staff.
  • Positive, professional attitude and ability to establish effective working relationships with staff and the public.
  • Understanding of cultural competency, equity, and inclusion practices.
Education and Experience
  • Minimum of three years of experience in bus driving, mass transit, or pupil transportation.
  • Strong computer skills are required.
  • Bachelor’s degree or professional teaching experience/endorsement is strongly preferred.
Special Requirements
  • Satisfactory medical condition as certified by a qualified medical authority.
  • Must obtain a Virginia Department of Education (VDOE) Certified School Bus Instructor or Driver Training Instructor certification.
  • Must obtain Virginia Department of Motor Vehicles (DMV) Third‑Party Tester certification within the probationary period.
  • Must hold a Commercial Driver’s License (CDL) with appropriate endorsements within the first six months of employment.
  • Must have no reckless‑driving or driving‑under‑influence convictions within the last five years, and no more than two moving violations within the last twelve months.
  • Complete the required 24 hours of classroom and 24 hours of behind‑the‑wheel instruction under state and county regulations.
Physical Conditions and Nature of Work
  • Work primarily in an office environment with occasional extended periods at computer terminals.
  • Occasional travel to off‑site schools and county locations.
  • Work hours may extend beyond regular school hours.
  • Frequent telephone and personal contact with department heads, principals, and external organizations.
  • Ability to lift up to 50 pounds.
