Transit Safety, Security, and Training Coordinator
Job DescriptionThe Transit Safety, Security, and Training Coordinator performs responsible, administrative work coordinating all Safety, Training, and Security Management programs of Charlottesville Area Transit (CAT). Investigates vehicle accidents and passenger incidents, arranges and schedules training or retraining opportunities (internal or external), and ensures CAT's compliance with all federal, state and local safe operating guidelines and codes. Work is performed under limited supervision and reports to the Director of Transit.
Work Schedule:
The anticipated work schedule for this position is Monday through Friday, 8:00 AM to 5:00 PM. Occasional evening and weekend work may be required. This position is also subject to emergency call-back and may be required to work outside of normal business hours to provide essential services to the public. Work schedule is subject to change based on operational need.
Education and Experience:
Candidates may qualify by demonstrating the required knowledge and skills outlined for the job through experience(s) other than formal education.
- Bachelor's degree with coursework in transportation, business administration, occupational safety and training, or related field AND 1 year of transportation experience, including some administrative experience in public transportation or a related area.
- OR Associate's degree with coursework in transportation, business administration, occupational safety and training, or related field AND 3 years of transportation experience, including some administrative experience in public transportation or a related area.
- OR High School diploma or GED AND 5 years of transportation experience, including some administrative experience in public transportation or a related area.
- OR An equivalent combination of education and experience may be considered in lieu of the specific requirements listed above.
Certifications/Licenses/Other Requirements:
- Must obtain and maintain a valid Virginia Commercial Driver's license (CDL), with endorsements for Air Brakes and Passenger Bus, and have an acceptable driving record according to city criteria.
- Within 12 months of employment, must obtain National Safety Council Defensive Driving Instructor certification.
- Within 3 years of employment, must obtain Transit Safety and Security Program Certificate from the US Transportation Safety Institute.
- Required to successfully pass a pre-employment background check and pre-employment drug screen.
- Subject to Federal DOT drug and alcohol testing regulations.
Preferred:
- World Safety Organization certification as a Certified Safety Manager (CSM-Bus) within 12 months of employment.
- Familiarity with DOT policies, OSHA, NIMS, EPA standards, and ADA requirements.
- Experience in training employees.
Knowledge, Skills, Abilities and Other Characteristics:
- Comprehensive knowledge of the principles and practices of safe and efficient public transportation operations and maintenance.
- Thorough knowledge of all applicable federal, state, local, and City regulations pertaining to transit and school bus operations, including but not limited to DOT, FTA, OSHA, DMV.
- Thorough knowledge of driver training and safety procedures and practices.
- Thorough knowledge of insurance requirements and loss controls.
- Thorough knowledge of the principles and practices of education methods of teaching.
- Intermediate: ability to read and understand written materials such as newspapers, magazines, journals, legal materials, multi-step instruction manuals, and reference materials.
- Intermediate: ability to organize data and write clear and concise reports, prepare materials such as business letters, explanations, and summaries with proper format, punctuation, spelling, and grammar, using all parts of speech.
- Intermediate: ability to deal with number systems; simple formulas, practical application of fractions, percentages, ratios/proportions and measurement.
- Intermediate:
Establish and maintain effective working relationships with employees, co-workers, city staff, management, external agencies, and others. Provides and receives standard to complex information, with ability to explain policies to diverse audiences. Contacts may involve stressful, negative interactions requiring high levels of tact and the ability to respond to aggressive interpersonal interactions. Elements of persuasion may be necessary to gain cooperation and acceptance of ideas. - Requires Limited Direction: normally completes work according to their own judgment, requesting supervisory assistance occasionally. Special projects are managed with little oversight and assignments may be reviewed upon completion. Performance reviewed periodically.
