This position is located in Chaska, MN.

Job Description

At the direction of the Health and Human Services Division Director, the applicant will develop department direction, vision, goals, policies and procedures; plan, direct, administer, organize and coordinate county-wide public health programs; set department priorities; develop, monitor and revise the department budget; ensure that legal mandates are met; and function as the point person for crisis management and communication in an emergency situation.

The applicant will serve as the appointed Community Health Services Administrator and periodically brief County Board on matters pertaining to community health.

ESSENTIAL DUTIES & RESPONSIBILITIES
  • Manage the Public Health Department and develop a strategic plan linked to the County's Strategic Plan.
  • Ensure regulatory compliance for the department.
  • Assure a competent workforce in adequate numbers.
  • Perform supervisory functions: hire, transfer, discipline, suspend, and discharge employees.
  • 24/7 on‑call response; execute incident command structure during disaster; manage the Division response, training, and staff competency in response to natural disaster or health threat events.
  • Perform other duties as assigned.

Qualifications

MINIMUM QUALIFICATIONS:

  • Bachelor's Degree in Public Administration, Business, Communication, Safety/Health, Emergency Management or a related field.
  • Must meet minimum qualifications for appointment as CHS Administrator:
    • A baccalaureate or higher degree in administration, public health, community health, environmental health, or nursing, and two years of documented public health experience in an administrative or supervisory capacity, or be registered as an environmental health specialist or sanitarian in Minnesota and have two years of public health experience.
    • A master's or higher degree in administration, public health, community health, environmental health, or nursing, and one year of documented public health experience in an administrative or supervisory capacity.
    • A baccalaureate or higher degree and four years of documented public health experience in an administrative or supervisory capacity.
  • Three years of previous related work experience.
  • Three years of paid work experience supervising staff.
  • Licenses/certifications required:
    • MN Driver's License or evidence of mobility.
    • FEMA Certifications IS100, IS200, and IS700 or ability to obtain within two months.
