Position: HCVP Housing Specialist-INTERNAL ONLY

The Chattanooga Housing Authority (CHA) seeks a qualified individual for the full-time position of Housing Choice Voucher Program (HCVP) Housing Specialist. The deadline to submit applications is Wednesday, September 16, 2026. Applications from internal candidates are only being accepted at this time.

Position Description

The person who holds this position is responsible for a broad range of administrative support functions contributing to the overall effectiveness of the Housing Choice Voucher Program (HCVP) Department.

Essential Duties and Responsibilities

  • Provides outstanding customer service by responding to phone calls, emails, and written correspondence in a timely, efficient, and appropriate manner.
  • Assists in the planning and delivery of special events.
  • Processes applicant intake for all HCVP programs including but not limited to HCVP lottery vouchers, Portability Vouchers, Project Based Vouchers, HCVP Special Program Vouchers, and the Chattanooga Housing Authority’s Homeless Preference Vouchers in a timely and effective manner, as assigned. Performs rent calculations and issues notice of program eligibility via timely direct correspondence with applicants and/or area partnering agencies.
  • Reviews annual recertification submissions and issues requests for outstanding documentation. Accesses the HUD Enterprise Income Verification system, the online Food Stamp verification system, and other private and government-sponsored online participant information verification systems.
  • Determines eligibility relating to unit affordability for new and relocating HCVP participants, as assigned.
  • Prepares paperwork for participants’ relocations by securing background checks, establishing that participants are in good standing with their respective landlords, and by scheduling relocation briefing classes, as assigned.
  • Teaches the relocation briefing class for HCVP, VASH, and all HCVP Special Programs participants, as assigned.
  • Participates in electronic file creation by purging, scanning, and disposing of hard copy participant files when assigned.
  • Administers HCVP waiting list for both individual and group eligibility briefings, as assigned.
  • Processes rent interim certifications timely and in compliance with HUD and CHA’s HCVP policies.
  • Composes and maintains departmental correspondence to participants, landlords, and HUD.
  • Updates the Service Point Database, used by service providers in Hamilton County to prevent duplication of services, as assigned.
  • Assures proper maintenance of office equipment and office supplies, maintain inventory of office supplies in ordering and requesting Purchase Orders through Procurement Department as needed for the HCVP Department.
  • Exhibits and encourages behaviors that uphold CHA’s core values.
  • Keeps abreast of HUD, federal, state, and local rules and regulations impacting assigned programs and makes recommendations to the Executive Director.
  • Establishes and maintains effective working relationships with the CHA Board, employees, residents, participants, landlords (as applicable), contractors, as well as city, state, and federal officials and works harmoniously with community stakeholders.
  • Attends and/or participates in various meetings related to HCVP the CHA as required.
  • Reports consistently to assigned work location(s) in accordance with established work schedule. Must be reliable.
