Position Overview
Canvas is seeking a qualified individual to provide advisory and assistance services to the Air Force in support of strategic planning and project/program integration and coordination efforts associated with specific investment program needs at the Arnold Engineering Development Center (AEDC) at Arnold AFB, TN. The candidate will provide a wide range of services including POM, Outage Coordination, and records management/administrative support for a variety of executing and planning projects.
The Strategic Resource & Program Integration Specialist is a strategic role responsible for shaping the long-range investment portfolio. The position holder serves as an analytical engine at the "front-end" of the project lifecycle, ensuring the command's strategic vision is grounded in fiscal reality. This role specializes in translating complex programmatic data into clear, decision-ready information for leadership. By managing the requirements pipeline and facilitating the affordability assessment, this role empowers senior leaders to make informed, data-driven investment decisions that align with the organization's long-term goals.
Portfolio Development & Responsibilities
Strategic Portfolio Development & Requirements Tracking
Long-Range Vision: Maintain a 5-7 year strategic plan, serving as a primary source of the long-range vision for requirements.
Requirements Management: Manage a requirements pipeline, acting as a central gatekeeper for all new and emerging needs.
Cost & Proposal Tracking: Track requirements comprehensively from initial Rough Order of Magnitude (ROM) cost estimates through to final contract proposal stage.
Planning Documentation: Draft and refine essential documentation for annual program and future planning cycles to ensure alignment with command directives.
Affordability & Financial Planning Analysis
Affordability Assessments: Facilitate the affordability assessment by synthesizing and evaluating cost, schedule, and funding inputs from project and planning teams.
Financial Roadmaps: Develop and manage a financial roadmap for the strategic plan, sequencing projects over time to create a fiscally executable timeline.
FYDP Modeling: Maintain and update financial model projections for the Future Years Defense Program (FYDP).
Budgetary Support: Support stakeholders in understanding the phasing of budgetary estimates and provide regular reports and updates to financial/budgetary estimates.
Leadership Communication & Decision Support Data Synthesis
Data Synthesis: Distill programmatic and financial data from the planning process into clear, digestible information to support leadership decision-making.
Briefing & Reporting: Serve as a key analytical support for leadership reviews, developing briefing materials and data packages used by the leadership and organizational POCs to secure project approval.
Risk & Progress Advisory: Advise stakeholders of project disconnects, risks, opportunities, and overall program progress.
Data Curation: Curate data across various stakeholder tracking systems to ensure accurate reporting and a unified source of information.
Air Force & Stakeholder Integration Customer Coordination: Coordinate and communicate with key customers daily, acting as a trusted advisor.
Stakeholder Relations: Foster and maintain strong working relationships with stakeholders to ensure seamless program integration and alignment.
Customer Advocacy: Advocate for the customer's best interests at various decision points and provide them with the information and tools needed to succeed.
Demonstrated experience in program management or portfolio analysis within a technical, engineering, or RDT&E environment.
Working knowledge of all project phases (initiation, planning, design, execution, and closeout).Knowledge and familiarity with project acquisition strategies and key program events (e.g., decision points, reviews, contract awards, and Contract Line-Item Number [CLIN] structures).Strong analytical skills with a proven ability to translate complex financial and programmatic data into clear recommendations for senior leaders.
Ability to facilitate multi-functional teams and collaborate effectively to gather, synthesize, and curate data.
Experience with the early phases of the acquisition lifecycle, including requirements definition and the development of supporting documentation for project initiation.
Knowledge of DoW systems, Air Force Instructions, and test operations.
Highly organized with strong attention to detail.
Basic computer skills, including extensive experience with Microsoft Office (Word, Excel, PowerPoint).
