Position: LAND DEVELOPMENT CONSTRUCTION INSPECTOR

The purpose of this classification is to review construction plans and oversee the construction of subdivisions, road inspections and paving, installation of drainage systems, inspect drainage construction to assure compliance with approved design plans, and enforcing the Knox County Stormwater Ordinance.

Essential Functions

The Construction Inspector is responsible for the following essential functions:

  • Performs in-field inspections of construction sites in Knox County assuring compliance with approved design plans.
  • Measures distances, areas and other dimensions to verify accuracy of structural installations and layouts.
  • Partners with the Construction Assurance Coordinator to ensure that proper bonding is obtained prior to start of construction and maintain records of construction bonding.
  • Reads and interprets construction plans, site specific planning requirements and Knox County adopted regulations to authoritatively inspect construction site conditions and accurately identify deviations from those standards.
  • Consults with Construction Services Supervisor, Plans Reviewers, Land Development Manager and Director of Development Services on deviations from approved plans and standards.
  • Inspects and observes the installation of sub-grade, stone base, asphalt and road signs to ensure compliance to county specifications.
  • Inspects drainage grates, detention/retention ponds and other drainage system structures; observes back filling of ditches; inspects erosion control prior to grade work.
  • Enforces the Knox County Stormwater Ordinance and where this has been violated, works with the Construction Services Supervisor and the Construction Assurance Coordinator to issue Notices of Violation and holds on building permits until violation has been corrected.
  • Engages effectively with contractors, developers to encourage compliance with Knox County’s adopted codes and standards.
  • Engages effectively and in a timely manner with the public in response to complaints and inquiries about sites under construction.
  • Regularly inspects all sediment and erosion control to assure compliance with Knox County requirements.
  • Examines workmanship of finished installations of drainage systems for conformity to standard and approves installation.
  • Effectively communicates technical information and collaborates closely with plans reviewers, developers, contractors, engineers, and other individuals in order to review plans or discuss construction projects.
  • Maintains accurate records of the progress of each construction site in assigned district.
  • Attends meetings on site or at the office with engineers, contractors, citizens, or members of the Knox County Engineering staff.
Additional Job Functions
  • Respond to and report immediately if called upon by local, regional or central office supervisors, as part of a coordinated emergency response by the Knox County Mayor’s Office.
  • Perform other duties as assigned.
Minimum Training & Qualifications
  • High School diploma or GED required with two (2) years of experience in construction, earthwork or landscaping, or a related field.
  • Must obtain a Tennessee Department of Environment and Conservation Fundamentals of Erosion and Sediment Control Training Course within one (1) year of hire date.
  • Must possess and maintain a valid Tennessee Driver’s License.
  • Any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities may be considered for employment into the position.
