Position:
Civil Engineer III
Salary: $92,446–$112,802 (GS.14)
Work Hours:
Monday–Friday, 8:00 A.M.–4:30 P.M. (EST) (Hours may vary due to assignments or projects)

Provides technical guidance in the design and development of construction plans and documents, and solutions to complex engineering problems. Requires expertise in roadway and urban street design, traffic design, hydraulic engineering (sanitary and stormwater), structural design and analysis, and geotechnical engineering and design.
Essential Functions- Design complex civil engineering projects ensuring compliance with all applicable codes, laws, standards, policies, and procedures.
- Supervise, mentor, and train junior engineers and technicians.
- Assist with legal proceedings, including expert testimony and technical representation.
- Maintain professional affiliations, read technical literature, and attend training sessions.
- Assist in procurement and oversight of professional consulting and contracting services.
- Communicate with management, staff, developers, contractors, and external organizations to coordinate activities.
- Implement construction and contract management for City Capital Projects, overseeing schedules and budgets.
- Represent the department and the City at meetings, public events, training sessions, and committees.
- Maintain engineering records and documentation.
- Use and manage business cell phone as required.
- Meet attendance requirements and maintain good interpersonal relationships.
- Perform additional duties as assigned.
- Bachelor’s Degree in Civil Engineering (B.S.C.E.) and eight (8) years of experience; or an equivalent combination of education and experience.
- Professional Engineering license issued in Tennessee.
- Valid driver’s license.
- Preferred:
Tennessee Department of Environment & Conservation Certifications (Level I and Level II Erosion & Sediment Control). - Preferred:
Tennessee Department of Transportation Certifications (Hot Mix Asphalt Roadway, Concrete Certified Field Technician, Concrete Plant Quality Control Technician, Soils & Aggregate Certified Testing Technician, Tennessee Academy for Transportation Engineering Certificate).
Skills and Abilities
Knowledge of federal, state, and local laws, ordinances, codes, regulations, policies, and procedures; civil engineering design principles; construction principles and practices; materials and methods; and standards such as AASHTO Green Book, MUTCD, and ADA. Proficiency in AutoCAD Civil 3D, Arc View GIS, Civil Storm/Sanitary, HEC‑RAS, Synchro, and HCS.
Physical DemandsTypical duties include standing, walking, reaching, and repetitive motions. Light work rating with occasional lifting up to 20 lb.
Work EnvironmentExposure to fumes, odors, dust, extreme temperatures, and occasional safety hazards.
