Position PurposeProvides expert environmental consultation in Acid Rain Program permitting and compliance support to assigned clients. This position is accountable for managing the programmatic continuous emissions regulatory activities for assigned organization/facilities in a team setting.

- Budget Responsibility: Assists with SBU projects and associated budgetary responsibilities
- Plans, coordinates, and provides programmatic management of assigned organization/facilities environmental regulatory programs pertaining to Continuous Emissions Monitoring Systems (CEMS).
- Accountable for primary regulatory interface on compliance issues, negotiating permit or certification requirements, and resolving significant regulatory issues related to the Acid Rain Program, with authority to commit TVA to specific permit terms and conditions.
- Accountable for maintaining a thorough knowledge of the environmental compliance and program requirements to support facility operations, and for developing guidance documents and compliance procedures.
- Accountable for developing and maintaining quality improvement programs to achieve compliance goals, sponsoring and/or supporting quality action teams to address compliance problems, and performing facility reviews to identify and help address preventable/potential compliance problems.
- Responsible for supporting the sites with all aspects of the CEMS program including CEMS quarterly reporting, CEMS QA/QC plans, monitoring plans, and DAHS configuration changes.
- Responsible for providing consultation and technical support on the resolution of audit findings, regulatory noncompliance, and citizen inquiries related to facility operations.
- Responsible for environmental awareness programs that enhance facility employees’ knowledge of environmental requirements, and provide accurate and timely information related to facility operations.
- Responsible for program development and management of activities required to fulfill environmental requirements. This activity includes approval of contracted environmental services to meet clients’ compliance activities and ensuring that services budgeted for are performed in a timely, competent, and cost-effective manner.
- Performs review of compliance projects, procedures, and reporting practices; conducts performance evaluations and develops reports defining environmental status with regard to legal liabilities and policy requirements. Develops and manages studies designed to benefit client operations or allow modifications of permit requirements and/or modifications in applying environmental regulations.
- Responsible for developing and maintaining regulatory relations that promote open discussions, effective communication, and positive relations between the regulatory community and clients’ operating facilities.
- Develops recommendations for overall program improvement, policy positions, and strategic direction based on his/her knowledge of the regulatory community, public involvement, and facility capabilities.
Education: B.S. in Engineering or Environmental Science discipline or equivalent education and experience.
Experience: Six to ten years of professional experience in the field of Acid Rain Program/ CEMS and electric utility operations.
Certification/License, etc: None
Knowledge/Skills/Abilities: Must have knowledge of electric utility operations, environmental laws and regulations affecting TVA’s operations for CEMS media, TVA’s environmental policies and objectives, and scientific studies and research related to the environmental consequences of electric utility operations. Must possess effective communication skills (both orally and in writing), be capable of motivating personnel, and be capable of leading team efforts in problem solving and predictive assessment.
