The ideal candidate will have designed 765-kV tower families and have several years of experience designing transmission lines.

Performs as staff advisor and/or consultant on structural engineering, including seismic engineering, rehabilitation of existing facilities and the mechanical and electrical aspects of transmission line or substation engineering impacting structure optimization. Plans, develops and coordinates engineering standards by serving as staff technical expert and providing authoritative advise on transmission systems engineering using advanced principles and practices in broad areas of assignments and related fields on a daily basis.

Requires the use of advanced techniques and the modification and extension of theories, precepts and practices of the field and related sciences and disciplines. The knowledge and expertise required for this level of work usually result from progressive experience and a substantial portion of the work is higher level than that described for Senior Level. Directs the technical requirements of large or very complex and important customer or reliability projects.

Role includes responsibility for initial scope development and estimating stage, engineering and design oversight and construction support. Publication of engineering papers and articles in professional and trade journals is desirable. May perform design or storm damage related inspections and develop temporary facilities using available materials.

In the capacity of staff advisor and engineering technical consultant the incumbent may be assisted by and direct other engineers or technicians providing engineering or design basis and requirements. Reviews and analyzes results providing feedback to the employee and input to the Department Manager on appraisals.

Supervision and guidance relate largely to overall objectives, critical issues, new concepts and policy matters. Makes decisions independently on engineering problems and methods, and represents the organization in conferences to resolve important questions and plan and coordinate work. Consults with Department Manager concerning unusual developments.

Demonstrated working knowledge and proficiency in technical areas related to the transmission system achieved at Engineer-II and other areas including ability to plan, budget, organize and direct work. Demonstrated communication skills showing the ability to give clear direction to others, negotiate, confront difficult and adverse situations such as may exist when dealing with staff, suppliers, land owners, state and federal agencies, railroads, public utilities, A/E firms and higher levels of management.

Education and Experience/Certificates, Licenses, and Registration Requirements/Other Requirements

BS or MS degree in Civil Engineering from an accredited institution. Licensed Professional Engineer desirable. Membership in professional/technical societies is essential. Incumbent may be required to be medically qualified and willing to work in the field and climb structures.
