Position Summary

The Program Specialist plays a critical role in supporting and interpreting operational processes across Agency Onboarding, Department of Revenue (DOR) coordination, and Court Services. This role operates in environments that often require sound judgment, policy interpretation, and confident decision‑making. Many program scenarios do not fall into clear black‑and‑white categories. The Program Specialist must evaluate nuanced situations, apply regulations and agency agreements appropriately, and translate complex or ambiguous information into clear, defensible, and professional responses.

This position requires strong critical thinking skills, attention to detail, and the ability to work confidently within regulatory and public safety frameworks. Experience in law enforcement, legal administration, court systems, or government operations is highly valued.

Key Responsibilities Department of Revenue (DOR) Program Oversight
  • Interpret and process DOR agreements and ensure accurate activation of agency accounts.
  • Apply regulatory requirements to real‑world scenarios, ensuring compliance while resolving ambiguity.
  • Manage account holds, removals, and escalations requiring analytical judgment.
  • Monitor and respond to DOR inquiries with clear, policy‑aligned communication.
  • Deliver routine and ad‑hoc reporting to leadership on DOR program performance.
  • Identify inconsistencies across agencies and implement standardized solutions.
Agency Program Operations
  • Review and process agency setup documentation with legal and regulatory accuracy.
  • Submit ORI and GDOR authorizations, ensuring procedural compliance.
  • Build and maintain agency profiles in May Pop and New Guard systems, including:
    • Templates & Lane Codes
    • ORI Numbers
    • Consequence Schemes
    • Asset Assignments
    • Enforcement Schedules
    • Documentation Tracking
  • Establish court workflows and ensure required legal documentation is properly structured.
  • Interpret agency agreements and enforcement parameters to ensure accurate system configuration.
  • Provide guidance to internal teams and agencies when policies require clarification.
  • Assist with handheld laser configuration and pre‑implementation speed studies as needed.
Critical Thinking & Policy Interpretation
  • Evaluate situations that fall outside standard workflows and determine defensible solutions.
  • Translate regulatory language and agency agreements into clear operational guidance.

    Draft professional written responses that convert complex scenarios into clear direction.
  • Identify grey‑area risks and escalate appropriately when needed.
  • Maintain documentation integrity to withstand audit or legal review.
Program Support & Quality Assurance
  • Perform detailed quality checks on enforcement schedules, templates, and agency data.
  • Proactively identify operational gaps and recommend process improvements.
  • Collaborate cross‑functionally with Court Services, DOR Processing, Agency Ops, and Mail Room teams.
  • Maintain strict confidentiality of sensitive law enforcement and government information.
Qualifications Education & Experience
  • Bachelor’s degree in criminal justice, Public Administration, Legal Studies, Business, or related field preferred.
  • 3–5 years’ experience in law enforcement support, court administration, government operations, regulatory compliance, or similar environment.
  • Experience interpreting policies, regulations, or legal documentation strongly preferred.
