Senior Public Health Nurse - Maternal Child Health Program - Health & Social Services Division

The Hamilton County Health & Social Services Division has a responsibility to respond quickly and efficiently when public health emergencies occur. All Hamilton County Health & Social Services Division employees are responsible for ensuring their contact information is current and they are accessible should a public health emergency arise. The Hamilton County Health & Social Services Division maintains a call down system to store contact information and mobilize staff in the event of an emergency.

During a public health emergency, all staff are required to respond should a call to mobilize be made. During a public health emergency, work hours for any and all Hamilton County Health & Social Services Division employees are subject to modification to meet the needs of the community.

Under limited supervision, manages a comprehensive Maternal Child Health Program, Primary Care/Homeless, or Support Services Program with oversight for budgeting, staffing, training, and development, planning and implementation of programs, fills in for first line nursing staff performing all duties of general nursing when needed.

Develops long and short range plans, goals and objectives; develops annual budget projections and recommendations; provides fiscal oversight and monitors budgetary expenditures; coordinates programs and staff to ensure timely and efficient delivery of services; coordinates and ensures timely communication of issues to all staff; develops protocols and procedures based on assessment, research and inspection of compliance procedures; represents the agency at county, state and national meetings and events.

Interviews candidates and recommends new hires; prioritizes schedules and assigns work to managers and supervisors; reviews and evaluates completed work; counsels staff on personnel issues; develops action corrective plans and disciplines in accordance with established Hamilton County Personnel rules, policies and procedures; approves sick, annual and personal leave; approves training expenses for staff continuing education and development.

Manages the service delivery section, including Well Child Prevention Healthcare, Immunization Program for infants, children and adults, Sexual and Reproductive Wellness including Sexually Transmitted Disease Control, Prenatal Care, Breast and Cervical Cancer Screening, Medical Mobile and Primary Care Services - provides oversight to the support staff that provides clerical support for Dental Services. Performs other related duties as assigned.

Knowledge of federal, state and county laws, rules, regulations, policies and procedures related to management of public health programs and services.

Knowledge of management and administrative practices and procedures.

Knowledge of professional Registered Nurse medical methods, practices and procedures.

Knowledge of medical applications for area of assignment.

Knowledge of computer hardware, software and peripherals related to area of assignment.

Knowledge of budgetary and fiscal planning, development and implementation.

Knowledge of customer service/public relations practices and principles.

Skill utilizing verbal and written communication skills in the development of presentations, reports, training, and counseling.

Skill utilizing general nursing practices in the care of clients/patients.

Skill analyzing, interpreting, and presenting medical information to a variety of clients/patients, staff and the public.

Skill prioritizing, scheduling, assigning, reviewing and evaluating work.

Skill developing, implementing, prioritizing and distributing budgets.

Skill utilizing verbal and written communication in providing presentations, counseling, educational materials, and instructions related to medical information.

Skill utilizing customer service/public relations techniques when responding to inquiries and complaints.

Skill establishing and maintaining effective working relationships.

Skill effectively communicating in both oral and written form.

Must possess a Bachelor’s Degree in Nursing, be a Licensed Registered Nurse, and have five (5) years of direct work experience in public health nursing, three (3) years of which must be in a management or supervisory role. Applicants must also and possess current CPR certification and a valid driver’s license.

Prior to operating a County-owned vehicle, all employees are required to complete the HC Defensive Driving course and/or an Emergency Vehicle Operations Course (EVOC) provided at the department level.
