Manager, Solutions

• Lead the teams responsible for BCBST's two core healthcare processing platforms:
  Facets and Blue Card ITS/Blue2
• Oversee multiple teams supporting Facets and Blue Card operations
• Ensure operational excellence and stability of critical production systems
• Shape the future-state vision for platforms, teams, and technologies supporting BCBST's core business operations
• Advance strategic modernization initiatives for Facets and Blue Card
• Partner with business leaders, technology teams, vendors, and external stakeholders for successful delivery and long-term sustainability
• Monitor and maintain adherence and compliance to quality standards
• Oversee multiple application programming and analysis projects, including development, installation, and maintenance of application programs
• Maximize staff contribution through professional growth and development to increase teamwork and meet business needs
• Analyze applications to ensure systems meet business needs and specifications

• Bachelor's Degree in a Computer Sciences related field or equivalent work experience
• 8 years of extensive systems analysis, design and project management experience required
• 3 years of management and/or leadership experience required
• Strong healthcare payer operations knowledge
• Application support leadership experience
• Experience leading complex application support organizations
• Experience managing vendor relationships
• Experience driving modernization programs
• Experience developing high-performing teams
• Experience with Facets, Cognizant/Tri Zetto solutions, and the Blue Cross Blue Shield Association highly preferred
• Proven technical background with relational database and data warehousing technologies
• Ability to design and develop using service oriented architecture and object oriented architecture design patterns
• Proven skill with information technology in use at BCBST
• Ability to conceive and deliver innovative solutions
• Proven analytical and problem solving skills and ability to perform non-routine analytical tasks
• Strong interpersonal and organizational skills
• Ability to establish and maintain a high level of customer trust and confidence
• Must be able to communicate effectively with both technical and non-technical co-workers
• Demonstrated competency in strategic thinking and relationship management
• Demonstrated ability to work with vendors, including contract discussions, price negotiation, and budgeting
• Candidates must be available to work Eastern Time business hours
