In support of the AIM Center’s mission, the Property Manager is responsible for the overall operation and maintenance of the AIM Center’s Permanent Supportive Housing properties. Core responsibilities include day-to-day property operations (income and expenses), supervision of maintenance staff, and implementation of Housing Resource Center policies and procedures to ensure well‑managed, well‑maintained properties that support resident stability and independence.

We are non‑medical and non‑clinical; however, we work with other mental health professionals to provide comprehensive mental health services.
Using the Clubhouse model of psychosocial rehabilitation, AIM Center empowers participants, our members, to develop relationships and create individualized plans for recovery while working side‑by‑side with other members and staff to accomplish the work of the Clubhouse.
AIM Center has been helping adults in the Chattanooga community lead fulfilling and productive lives while successfully managing their mental health since 1989. Membership is open to people ages 18 and older diagnosed with serious mental illness. Recovery is a lifelong process and the philosophy of our Clubhouse is “Once a Member, Always a Member.”We are a private, non‑profit organization supported through foundations, public and private grants and donations.
Our Clubhouse is also a Tenn Care provider. AIM Center is the only psychosocial rehabilitation facility accredited by Clubhouse International and licensed by the State of Tennessee.
Essential Duties and Responsibilities
Property Management
- Provides overall site management for assigned properties, including budgeting,marketing and leasing, site appearance, work orders, and lease enforcement/eviction processes in accordance with
HUD, local, and state requirements. - Manages leasing and occupancy:maintains waitlists, conducts applicant interviews, verifies eligibility, makes unit offers, completes move‑ins and move‑outs, and prepares and executes leases and related documents consistent with HUD and AIM policies.
- Ensuresaccurateandtimelycompletion of all resident files and documentation, including applications, leases, interim and annual recertifications, income verifications, and other required forms.
- Oversees rent collection and other resident charges; monitors delinquencies, makes payment arrangements,initiates legal action when necessary, and coordinates with accounting on tenant accounts receivable and deposits.
- Manages resident concerns, complaints, appeals, reasonable accommodation requests, transfers,utility and maintenance charges, and ensures consistent application of program rules and the lease.
- Prepares and submits regular reports on occupancy, maintenance, notices and evictions, and financial and program/regulatory compliance, as requested by the Housing Director.
- Conducts regular inspections of units,common areas, and grounds;identifies needed repairs and capital improvements; reviews work orders fortimelycompletion and quality of work.
- Ensures site operations and staffare in compliance withall applicable federal, state, and local laws (including Fair Housing, Landlord–Tenant law, building and fire codes, OSHA), and with applicable HUD and affordable‑housing program requirements (e.g., HUD PRAC,Section 8, LIHTC, HOME, CDBG, as relevant).
- Stays current with HUD, federal, state, and local rules and regulationsimpactingassigned programs; recommends policy or procedure updates to the Housing Director.
- Provides
outstanding
customer service andtimelyresponses to phone calls, emails, and written correspondence. - Manages confidential resident and staff information with discretion andin accordance withprivacy, HIPAA (when applicable), and data‑security requirements.
