The Chattanooga Housing Authority (CHA) seeks a qualified individual for the full-time position of HCVP Housing Navigator.

Position Description

The Housing Choice Voucher Program (HCVP) Navigator is responsible for linking current voucher holders with potential landlords who have available properties to rent in an effort to obtain and/or maintain full utilization. This person will also participate in a broad range of administrative support functions contributing to the overall effectiveness of the HCVP Department.

Essential Duties and Responsibilities

  • Provides outstanding customer service by responding to phone calls, emails, and written correspondence in a timely, efficient, and appropriate manner.
  • Assists in the planning and delivery of special events.
  • Assists voucher holders to secure affordable housing in the HCVP. This includes reaching out to landlords/owners in Hamilton County to determine what rental units are available and matching the voucher holders with available properties.
  • Determines eligibility relating to unit affordability for new and relocating HCVP participants.
  • Attends and/or participates in various meetings related to the HCVP and CHA, as required.
  • Performs marketing outreach and identifies new housing opportunities in an effort to ensure full utilization of the HCVP through networking with landlord/owners, other agencies, coalitions, and community stakeholders. Creates community awareness of issues concerning homelessness.
  • Holds periodic tenant/landlord HCVP fairs.
  • Composes and maintains departmental correspondence to participants, landlords, and HUD.
  • Exhibits and encourages behaviors that uphold CHA's core values.
  • Keeps abreast of HUD, federal, state, and local rules and regulations impacting assigned programs and makes recommendations to the Executive Director.
  • Establishes and maintains effective working relationships with the CHA Board, employees, residents, participants, landlords (as applicable), contractors, as well as city, state, and federal officials and works harmoniously with community stakeholders.
  • Attends and/or participates in various meetings related to the CHA as required.
  • Reports consistently to assigned work location(s) in accordance with established work
  • schedule. Must be reliable.

    Skills and Abilities
  • Ability to communicate with people from a broad range of ethnic and socio-economic backgrounds.
  • Ability to operate commonly used office equipment, especially the use of personal computers for word processing and spreadsheet applications, scanners, copiers, and fax machines.
  • Strong interpersonal skills and effective communication ability, both orally and in writing.
  • Ability to work independently and in-group settings and use sound judgment in decision-making and problem solving.
  • Knowledge of the local, state, and federal laws governing the HCVP; ability to understand, act on, and interpret policies, regulations, and procedures.
  • Ability to mediate disputes among CHA employees, participants, landlords, and other parties; responds quickly to issues or questions.
  • Ability to work productively in a variety of working conditions and environments.
  • Bilingual in English/ Spanish is desirable.
  • Ability to make moderately complex computations accurately.
  • Ability to work independently and use sound judgment in decision making and problem solving.
  • Demonstrated ability to develop educational materials and conduct effective training sessions.
  • Minimum Education , Training, and/or Experience
  • A high school diploma/GED is required and Bachelor's degree from an accredited college or university is preferred.
  • One to three years' experience with the Housing Choice Voucher Program.
  • Any equivalent combination of education, training, and experience, which, in the sole determination of the CHA, provides the required knowledge and abilities, may be considered sufficient.
  • Physical/Mental Requirements
  • Level of manual dexterity sufficient to allow for operation of office equipment.
  • Ability to move, handle, or lift small objects around desk area.
