Location: Chehalis, WA – Green Hill School

Salary: $80,390 to $100,488 annually (includes 5% on‑site 24/7 facility premium)

The Department of Children, Youth, and Families (DCYF) seeks a manager to oversee all aspects of a 24/7, maximum‑security juvenile rehabilitation living unit at Green Hill School. The role involves supervising treatment, transition, and reentry programming for residents, including Dialectical Behavior Therapy (DBT), Substance Use Disorder (SUD) services, and work‑based learning opportunities.

• Administer all aspects of a maximum/medium security institutional residential program for youth and young adults committed to JR.
• Develop and maintain an effective staffing plan.
• Administer, manage, supervise and direct staff.
• Model professional standards of conduct and enforce state standards for ethics and the use of state resources.
• Maintain communication with leadership and staff.
• Collaborate and communicate with the designated liaison with the Department of Corrections (DOC).
• Train, coach, mentor, motivate and model performance.
• Ensure adherence to internal and external audit requirements, completing corrective action and facility improvement plans in a timely manner (PREA, PbS, NCCHC, DCYF Safety Management, Department of Health).
• Implement and provide oversight of evidence‑based, family‑oriented treatment services.

• Equivalent combination of education and professional experience in casework, counseling, probation and parole, social services, planning, directing, and/or facilitation of youth group activities totaling eight (8) years.
• Bachelor's degree from an accredited institution in Public Administration, Social Sciences, or a closely allied field, with four years of professional experience.
• Master's degree in public administration, Social Sciences, or a closely allied field, with three years of professional experience.
• Two years as a Juvenile Rehabilitation Supervisor or Coordinator.

• Preference for supervisory experience with residential programs in juvenile justice.
• Demonstrated ability to analyze challenging social services situations and prioritize appropriate courses of action.
• Understanding of adolescent development and juvenile rehabilitation practices, with experience in cognitive/behavioral therapeutic interventions.
• Expertise in providing services to youth and young adults, knowledge of at‑risk behavior, and current trends in juvenile rehabilitation.
• Knowledge of juvenile risk and protective factors, evidence‑based interventions that reduce recidivism, and the Integrated Treatment Model, including DBT and Functional Family Parole/Therapy.
• Experience in Substance Use Disorder (SUD) treatment, youth with sexual offense background, and/or mental health issues, plus casework, management, public administration, and supervision fundamentals.
• Commitment to racial equity, including understanding institutional barriers for children and families of color and efforts to remove those barriers.
• Ability to work effectively with diverse teams and employ de‑escalation and self‑defense techniques for aggressive youth.
