Salary: $82,872 Yearly. The salary does not include an on-site 24/7 facility 5% premium. The salary also does not include the 2% general wage increase effective July 1, 2026.
The Department of Children, Youth, and Families (DCYF) is looking for a Juvenile Rehabilitation Officer 4 to work at Green Hill School, a Juvenile Rehabilitation maximum security facility, and provide campus-wide security. This includes providing a safe and secure environment so youth and staff are able to participate in program opportunities.

The Opportunity:
As a Juvenile Rehabilitation Officer 4, you will provide supervision, training and evaluation to Juvenile Officer 3 (JRO3) staff in the safety and security of residents, staff and visitors, and maintain contact with all institution staff in matters related to security and/or transportation of residents. You will evaluate professional standards for JR security staff and serve as a direct mentor for all JR security staff.
The JRO4 conducts facility threat assessments to establish best practices for the safety of the youth, staff and other stakeholders within DCYF and establishes best practices for phases of response during crisis/dangerous situations.
Some of what you will do:
* Direct a Juvenile Rehabilitation Security team.
* Develop, implement and monitor security policies and procedures.
* Ensure staff are trained in and monitor compliance with relevant statutes, rules, policies and procedures.
* Oversee and supervise the processing of new youth arrivals; review legal files and process through the health center.
* Conduct timely employee evaluations considering performance in relation to the knowledge, skills and abilities required for the position.
* Promote, demonstrate, and support competency in the JR Integrated Treatment Model.
* Address employee performance issues and initiate disciplinary procedures for just cause and facilitate formal and informal conflict resolutions.
* Recognize and assess problem situations and intervene to maintain safety and security within a secure juvenile justice milieu.
* Serve as Incident Commander when there are absconders.
Required Qualifications:
One year as a Juvenile Rehabilitation Officer 3.
OR
Two years as a Juvenile Rehabilitation Officer 2.
OR
High school graduation or GED equivalent, AND three years of relevant experience (full-time equivalency) in counseling, criminal justice, education, psychology, behavioral health, sociology, or social service.
In addition to those required qualifications, our ideal applicant will also have some or all of the following:
Previously demonstrated:
* Understanding of adolescent development and juvenile rehabilitation practices and principles.
* Experience providing cognitive/behavioral therapeutic interventions.
* Competency in relating to clients from diverse backgrounds and cultural groups.
* Knowledge of basic juvenile correctional system, rehabilitation objectives in juvenile institutions, basic interviewing and counseling theories and techniques, basic concepts, fundamentals, and principles of individual and group behaviors, introductory psychology of deviant behavior, and crisis intervention methods and techniques.
* Ability to obtain pertinent information during interviews, assist in rehabilitation of juvenile offenders, apply rules, regulations, and procedures, appraise situations, and remain calm and in control in crisis situations and deescalate situations.
