Position SummaryThe Chelmsford Housing Authority is seeing a compassionate, professional, and firm Property Manager to oversee two LIHTC communities totaling 134 family and senior units. In this critical role, you’ll serve as the primary point of contact for residents, managing resident interactions with empathy and respect, while maintaining clear boundaries and accountability. You’ll also ensure full compliance with agency policies, state and federal regulations, and program requirements—protecting the integrity of affordable housing and supporting residents in building stable lives.

- Supervise administrative property staff in accordance with all agency policies and procedures.
- Coordinate and lead staff meetings as necessary.
- Responsible for training staff, providing on-going performance feedback and annual performance reviews.
- Supervise all rent collections and notices for delinquent payments.
- Maintain files and ensure accurate collection and reporting program data in support of compliance requirements. Practice strict confidentiality regarding Tax Credit and Resident files.
- Responsible for approval of final income determinations for Initial and Annual Certifications.
- Oversee compliance with the regulations of all funding/regulatory agencies.
- Ensure ongoing lease compliance with respect to specific programs.
- Manage tenant relations on behalf of agency.
- Ensure compliance with established policies, rules and procedures.
- Prepare and submit scheduled rent increases for approval to appropriate agencies.
- Responsible for accuracy of appropriate program and property information listed on agency website.
- Prepare and submit required reports including timesheets, building inspection reports, vacancy reports, recertifications, move-ins, property/unit inspection reports as others as required.
- Compliance with Fair Housing laws and other regulations, AFHMP and TSP.
- Lease agreement management and rules/regulations enforcement.
- Perform weekly site walks and annual unit inspections.
- Conduct annual building meetings with tenants.
- Other duties as assigned.
- Bachelor's degree in a related field
- 3+ years progressive industry experience
- Experience in Federal and LIHTC (Low Income Housing Tax Credit) programs, tenant engagement, and property management software programs. Experience in compliance, property management, management of multiple departments and ability to recognize the role each department plays. Ability to tactfully engage and resolve issues with individuals and groups on a regular basis.
General office work with travel required between properties.
This is a 37.5 hour a week, fully on-site position. The regular schedule is 8:30 AM - 4:30 PM with a half hour unpaid lunch.
Pay and BenefitsThe expected hiring range for this position is $82,500 - $85,000 annually, depending on experience and qualifications. This full-time position is eligible for the full benefits package through the CHA including medical, dental and vision insurance, life insurance, paid time off, a tax-deferred investment plan and participation in the Middlesex County Retirement System's pension plan.
