Assist the City Engineer and Department of Public Works ("DPW") management in the implementation of plans and policies in support of the overall mission of DPW. Oversee DPW infrastructure projects during the planning, design and construction phases. This position works full-time, in-person at Chelsea City Hall.
EDUCATION AND EXPERIENCEB.S. in Civil Engineering required. Three (3) to five (5) years of professional civil engineering work experience in municipal infrastructure management, design and construction. Day-to-day field inspection experience is highly desirable.
ESSENTIAL FUNCTIONS AND DUTIES- Oversees DPW infrastructure projects during the planning, design, and construction phases.
- Provides construction inspection on selected City projects, as directed.
- Plans and schedule smaller work tasks according to priorities; monitor progress of work where subordinates are involved, and takes appropriate corrective action, as necessary; checks and verifies all work for accuracy and completeness.
- Manages the process of reviewing and commenting on permit applications and approvals for water/sewer/drain connections, street opening and occupancy, building construction (ISD), and site plan/Special Permits (P&D).
- Coordinates with DPW administrative staff to monitor street opening permits for compliance and closeout, and DIGSAFE tickets for potential unpermitted excavations.
- Manages the process of maintaining field data and record information in DPW files/GIS.
- When directed by the City Engineer and DPW management, provides a variety of technical engineering services to other city departments, agencies, authorities, etc.
- Manages all water, sewer, and drainage system maintenance plans.
- Prepares reports for compliance with Federal, State, and local regulations.
- Oversees junior engineering staff and DPW operations staff, as applicable.
Significant knowledge of municipal infrastructure design and construction methods; including permitting, CAD base map development, specifications, public bidding, and construction administration. AutoCAD and GIS experience is highly desirable. Field survey experience is highly desirable. Ability to make decisions and find solutions to engineering problems. Ability to prepare and manage budgets and schedules. Ability to interact and communicate effectively with the public.
Valid MA Class D motor vehicle operator's license. Valid MA Professional Engineer's License in Civil Engineering preferred.
