Overview
Fiscal Analyst 3 – Payroll. Senior level specialized payroll activities under general supervision within the payroll section of the Office of Controller. Independently plans, coordinates, and conducts assigned workload. Tasks rotate among all senior level FA3 positions within the payroll office.
BenefitsThe salary range is State Classification (Range 55): $62,868 minimum to $84,528 top. Responsibilities- Payroll Processing, Reporting, and Validation
- Run payroll cycle on a rotating basis with other staff.
- Set up deductions and calculate adjustments (garnishments, medical, retirement, etc.).
- Calculate, verify, and enter leave and comp‑time cash‑outs, retro pay, and timesheet corrections.
- Collect and input over payments; verify payroll input and calculations of other staff.
- Prepare and verify vendor payments and journal entries; upload payroll data electronically.
- Perform deduction/benefits reconciliations; serve as liaison with vendors, benefits office, and IT staff.
- Prepare regular and amended quarterly payroll reports for state and federal taxes.
- Research payroll requirements for state tax reporting and assist with W‑2 preparation.
- Update payroll system by researching rules, laws, and policies.
- Payroll System Maintenance
- Implement and maintain the Banner HR/Payroll system.
- Update and verify payroll tables (deductions, earnings, payroll calendar).
- Test changes and upgrades by running test payrolls and validating outcomes.
- Procedure Maintenance and Documentation
- Review and implement changes to internal procedures for compliance.
- Continuously review payroll processing for efficiency and improvements.
- Answer questions from employees and department personnel on payroll procedures.
- Notify campus community of payroll deadlines and changes.
- Draft or suggest edits to written payroll procedures and campus‑wide communications.

- Use system query tools and report writer for data validation, reporting, and problem solving.
- Respond to employee and department questions related to paychecks, deductions, and payroll feeds.
- Perform additional duties as required.
- Bachelor’s degree including 18 quarter or 12 semester hours in accounting or auditing by start date.
- Minimum two years of professional experience in payroll, accounting, auditing, financial transaction reconciliation, financial reporting, fiscal tracking and monitoring, or similar governmental or higher‑education settings.
- Detail‑oriented with high accuracy.
- Excellent organizational and time‑management skills.
- Self‑directed and able to complete projects with limited supervision.
- Advanced skills using Microsoft Office, especially Excel and Word.
- Excellent written and interpersonal communication skills.
- Demonstrated responsive and flexible approach supporting universal access needs.
- Experience with Ellucian (Banner) or similar integrated payroll enterprise systems.
- Experience working in a payroll office.
