Pre-Construction Manager – Public Works General Contractor

Brockwell & Carrington Contractors, Inc. — a New Jersey public works general contractor — seeks an experienced Pre-Construction Manager to own our bid process, subcontractor coordination, and pre-award operations. Reports directly to the President.

Key Responsibilities:

• Manage full bid calendar for ~30 public works bids annually (municipal, county, authority, state)
• Identify opportunities through project solicitation sites and direct agency monitoring
• Subcontractor solicitation, coverage tracking, relationship management, pre-qualification
• Complete and accurate bid document preparation: insurance, bonding, specific contract qualification compliance, addenda, certifications
• Attend public bid openings; capture results and pricing spreads in real time
• Procure and manage competitive intelligence and market research
• Post-award kickoff and handoff to project management
• Maintain subcontractor database and bid process documentation
• Support business development on private-work pursuits

Required Qualifications:

• 5+ years in construction pre-construction, bid coordination, estimating support, project engineering, or related public-works role
• Working knowledge of New Jersey public works contracting (prevailing wage, public bid law, contract qualification requirements)
• Strong follow-through, document discipline, and ability to manage multiple deadlines independently
• Comfort in a small-firm environment with direct reporting to ownership
• Bid management software, takeoff platforms, MS Office proficiency

Note on Role Scope:

This is a pre-construction operations and bid management role, not a technical estimating role. Quantity takeoff and pricing are handled by separate estimating staff. Candidates seeking a hands-on estimator position should look elsewhere.
