Job Description

Plans and coordinates activities for federal contracts. Ensures that project goals are accomplished within the prescribed time frame and funding parameters by performing the following duties.

  • Project pursuits and execution will be in the Mid-Atlantic region centered around the Tidewater area of Virginia and include MILCON and infrastructure, piers, dry docks, levees, or flood walls for USACE, NAVFAC, and other government agencies.
  • The scope of this role will include performing construction engineering and management duties on projects of varied sizes using varied contract procurement methodologies (Design-Bid-Build, ECI, Design-Build, MATOC, MACC, IDIQ, etc.). Projects may be self‑perform utilizing Kokosing's in‑house craft workforce, pure construction management utilizing subcontractor crews, or a combination of both.
ESSENTIAL DUTIES AND RESPONSIBILITIES
  • Analyze and understand plans and specifications.
  • Follow administrative procedures as outlined in Project Administration Manual.
  • Possesses field experience: inspects construction site to monitor progress and ensure conformance to engineering plans, specifications, and construction/safety standards.
  • Proficient with CPM scheduling program; produces accurate schedules as needed.
  • Perform and coordinate submittal process and working drawings requirements.
  • Prepare or direct preparation and modification of reports, specifications, plans, environmental impact studies, and designs for the project as necessary.
  • Provide contract interpretation and clarification.
  • Maintain and update project schedules by incorporating weekly progress updates with the assistance of the Project Superintendent and Assistant Project Superintendent. Assist Superintendents with preparation of weekly three‑week look‑ahead schedules.
  • Understand and apply cost and productivity data.
  • Maintain, verify, and report accurate cost and income quantities for work performed.
  • Prepare and submit progress billings.
  • Analyze, prepare, maintain, and monitor job costs and production budget.
  • Work with Superintendent to control job costs and production budget.
  • Prepare and submit accurate and timely monthly cost, income, and cash‑flow projections.
  • Execute and approve subcontractor requisitions and vendor invoices.
  • Coordinate, price and assist Project Manager in settlement of change orders and claims.
  • Respond to issues quickly; proactive in problem solving; handle multiple tasks.
  • Manage time and organize office and filing system efficiently; organize and maintain accurate project correspondence files.
  • Maintain subcontractor insurance certificate compliance.
  • Maintain project compliance with underground utility notifications and locations (i.e. Miss Utility and others).
  • Promote and participate in 3‑week and long‑range planning with job team; include job team in all planning.
  • Perform quality inspections as directed by the Quality Manager or Project Manager.
  • Interface with the client and client's inspection personnel regarding the assigned scope of work.
  • Treat all coworkers with respect; work well with subs and suppliers.
  • Consistently apply and enforce Safety Policy at all times.
EDUCATION AND/OR EXPERIENCE
  • Civil Engineering or Construction Management degree (B. S.) from four‑year college or university.
  • 2+ years of experience in related field.
KNOWLEDGE,

SKILLS AND ABILITIES
  • Computer literate: proficient with spreadsheet and word processing programs, proficient with CPM scheduling programs such as Primavera Project Planner, Project Management software, Microsoft Office software.
