Oceaneering Marine Services Division (MSD) provides full-service submarine and surface ship repairs supporting maintenance and alterations aboard commercial and U.S. military vessels. Position Summary:
As a Test Director (TD) at Oceaneering’s Marine Services Division (MSD) in Chesapeake, VA, you will oversee and manage testing processes for cutting-edge technologies and systems. You will plan and execute test programs, analyze results, and drive continuous improvement to ensure products meet high standards of quality and performance. Travel may be required up to 60% of the year.
- Perform basic engineering tasks and conventional design that may vary in nature.
- Work as part of a team of managers and technical personnel while supporting multiple projects.
- Direct test operations and ensure testing is performed in accordance with approved procedures.
- Review test procedures, TGIs (Task Group Instructions) & OQE (Objective Quality Evidence) to ensure testing meets all requirements.
- Ensure all testing or required operations for the assigned shift are listed on the LAT/TPOD and/or SPOD. If not listed, obtain an approved change before proceeding.
- Brief personnel supporting the test, the Shipyard, and the Ship’s Watch/Duty Officer on test status and requirements.
- Hold test team members accountable to the TWD and follow instructions concerning test documents; prerequisites include conducting a thorough test boundary installation check.
- Perform test setup and assembly of test equipment; develop system alignments and verify completion.
- Review approved procedures prior to performance and resolve any test document questions or concerns before testing.
- Prevent or stop work or testing that could affect safe performance of operations listed on LAT/TPOD or SPOD.
- Brief personnel on test requirements for performance.
- Upon completion, review the document for completion and evaluate shipyard shipboard test results and problems, taking corrective actions as needed.
- Restore the system to a safe condition as specified and notify the ship’s Duty Officer that testing is complete.
- Review Work Packages to determine appropriate testing; develop Supplemental Test Instructions and maintain a Test and Inspection Plan.
- Provide technical support to project teams interfacing with engineering, planning, and production to define testing plans.
- Develop, write, and process proposed tag outs (WAFs) and resulting Tag Out Records Sheets (TORS) when required.
- Daily interface with SF and project personnel; coordinate with other test organizations as identified by the Test Engineer Manager.
- Attend project meetings to provide input as necessary.

- Bachelor’s Degree in a mechanical or electrical discipline from an accredited college or university; or an Associate’s Degree in a mechanical or electrical discipline from an accredited college or university with four years of submarine structural, mechanical, and/or electrical repair/installations experience.
- In lieu of a degree, graduate of a Shipyard Apprenticeship Program with a minimum of ten years supervisory experience in submarine/shipboard structural, mechanical and/or electrical repair/installations or qualified submarines; ten years of experience in submarine repairs; and eight years of technical experience with Deep Submergence Systems/Scope of Certification (DSS/SOC) and Divers Air Life Support System (LSS) cleanliness requirements.
- Minimum of five years of experience in submarine structural, mechanical and/or electrical system repair/installations.
- Minimum of five years of operational experience with Naval Submarine and/or Surface HM&E systems.
