Salary Range: $108,342 - $140,844
Essential Job Functions- Provides management and technical support to the Chief Engineering and Facilities Officer for all LRT projects and other assigned projects.
- Serves as a liaison between City, Hampton Roads Transit (HRT), and LRT contractors to coordinate project construction.
- Administers and coordinates design and construction contracts/projects by scheduling design review meetings, providing design documents for technical reviews, developing and compiling design review comments, maintaining project status reports, preparing cost estimates, and conducting field investigations.
- Provides architectural/engineering and project management services for the LRT project and other construction projects as requested.
- Reviews engineering plans and specifications.
- Manages construction administration for LRT and other construction projects, including procurement of professional services, contract monitoring, negotiation of contract changes, review and approval of invoices.
- Develops and provides various reports to the LRT construction staff.
- Participates in Rail Activation activities, attends activation meetings, and represents HRT at local and state meetings and events as needed.
- Assists in overall management of LRT public relations activities, providing public information, receiving citizen inquiries and complaints, investigating problems, developing solutions, and attending public meetings.
- Manages records in compliance with Hampton Roads Transit Records Management Policies and Procedures.
- Performs all other duties as assigned.
- Provides guidance and recommendations to Resident Engineers and Construction Inspectors to ensure compliance with HRT, State and Local construction specifications and standards.
- Provides guidance and recommendations to the Engineering Design staff to ensure compliance with HRT, State and Local design and construction standards.
- Coordinates and provides recommendations on project design and construction changes or modifications with the City of Norfolk.
- Coordinates and provides recommendations on private utility relocations among the Private Utility, HRT, and the City.
- Monitors construction progress and provides written or verbal status reports.
- Provides guidance on project scheduling for general contractors, subcontractors, and private utilities to ensure timely completion.
- Coordinates installation of private utility services to HRT facilities.
- Reviews all change notices and change orders to ensure compliance with City and HRT policies and construction standards.
- Coordinates site plan reviews and comments for new contract packages submitted by HRT to the City.
- Attends public meetings to assist HRT Public Involvement with questions related to design and construction.
- Attends meetings between HRT and the City or other outside agencies to provide input and guidance on design and construction practices.
- Meets with residents or businesses individually to answer questions about construction.
- Resolves design or construction conflicts between the City and HRT.
- Knowledge of mapping programs (GIS), AutoCAD, and other desktop programs (Access, Excel, Word, Power Point) for creating maps, presentations, and charts.
- Ability to read, write, and understand technical diagrams, schematics, and verbal/written instructions.
- Strong mathematical skills.
- Experience preparing technical reports.
- Public speaking skills for interacting with citizens, consultants, public officials, and community presentations.
- Ability to establish and maintain effective working relationships with others.
- Effective oral and written communication skills.
- Access, Excel, Word, Power Point, GIS, AutoCAD.
