Duties and Responsibilities The functions listed below are those that represent the majority of the time spent working in this position.Management may assign additional functions related to the type of work of the position as necessary.
- Plans, develops, implements and maintains the County’s Emergency Operation Plan and related emergency management plans.
- Coordinates with state, federal and outside agencies during a major incident.
- Analyzes risks, vulnerabilities, and emerging threats affecting County operations and public safety.
- Facilitates and supports the Local Emergency Planning Committee (LEPC) and maintains compliance with applicable planning and reporting requirements.
- Oversees, coordinates and conducts training and exercises for County staff, emergency responders and volunteers to evaluate the readiness and effectiveness of the County’s emergency response capabilities in preparation of significant emergency and disaster related events.
- Coordinates and oversees the Community Emergency Response Team (CERT).
- Promotes community awareness and preparedness via presentations and other means.
- Coordinates VDEM LEMPG Grant activities and other VDEM grant funding applications for CERT and LEPC.
- Identifies, applies for, administers, and monitors emergency management grants and maintains required documentation and reporting.
- Ensures the Emergency Operations Center (EOC) and designated alternate EOC facilities are maintained and ready for activation.
- Coordinates with local, regional, and state partners to establish appropriate level of community readiness.
- Assesses hazards, potential dangers and threats in the area, such as natural disasters and large-scale accidents and develops and updates action plans to minimize damage.
- Coordinates disaster recovery reimbursement requests and maintains records necessary for state and federal reimbursement programs.
- Coordinates with the County Administrator’s Office to evaluate and develop automated systems and alerts for the management of critical emergency information.
- Conducts and/or coordinates damage assessments using the Uniform Disaster Situation Report (UDSR).
- Participates in emergency response and recovery operations as required in a declared emergency by County Officials.
- Performs related work as required.
Education: High school diploma or GED required. Associate degree in Emergency Management, Public Administration, Business Administration, Homeland Security, or related field preferred. An equivalent combination of education, training, and experience may be considered.
Must obtain Certified Emergency Manager (CEM) designation, or equivalent certification within two years of employment.
Experience: Three (3) years of progressively responsible experience in emergency management, disaster preparedness, public safety, homeland security, emergency response, or a closely related field.
Special Certifications and Licenses Required- Must possess NIMS IS-100, 200, 300, 700 & 800 certifications.
