Job Description

The Instructional Systems Specialist provides technical and instructional systems expertise in support of education and training programs for Navy and other United States Department of Defense (DoD) customers. This position supports the design, development, integration, and analysis of training systems and learning technologies that enable effective delivery of education and training solutions.

The Instructional Systems Specialist manages and supports instructional technology and educational design and development projects and works closely with government clients, instructional designers, developers, and subject matter experts to ensure training systems meet operational and technical requirements. The role supports projects involving learning management systems, web-based and networked learning environments, digital media, and emerging instructional technologies.

This position contributes to the analysis, design, development, testing, and implementation of training systems and applications, and supports continuous improvement of instructional technologies and learning platforms. The Instructional Systems Specialist evaluates and applies emerging technologies to enhance training delivery and learner performance across distributed and technology-enabled learning environments.

The Instructional Systems Specialist supports technical coordination across instructional development teams, assists in resolving system and application issues, and ensures instructional systems are aligned with customer requirements, security policies, and operational constraints.

Job Requirements Required
  • Bachelor’s degree in Management Information Systems, Computer Science, Information Technology, or a related computer or technical field.
  • Minimum of five (5) years of experience managing educational design and development or instructional technology projects.
  • Minimum of two (2) years of professional experience supporting a Navy, DoD, or other Department of Defense agency contract.
  • Experience in the design, development, and analysis of programs or systems related to training systems or learning technologies.
  • Experience supporting multidisciplinary instructional development or technology implementation teams.
  • Ability to coordinate technical and instructional requirements across customers, developers, and stakeholders.
Preferred
  • Experience supporting large-scale or enterprise learning platforms and training systems.
  • Experience supporting distributed learning, virtual training, or technology-enabled learning environments.
  • Experience supporting system testing, implementation, and user support for training applications.
Education

Bachelor’s degree in Management Information Systems, Computer Science, Information Technology, or a related field (or equivalent combination of education and experience, in accordance with contract requirements).

Knowledge of instructional systems, learning technologies, and training system architectures; skill in managing and supporting educational design and development projects; ability to analyze, design, and support training systems and learning platforms; skill in evaluating and applying emerging instructional technologies for education and training applications; ability to support learning management systems and network-based learning environments; skill in coordinating technical and instructional requirements across multidisciplinary teams;

ability to support system testing, implementation, and troubleshooting of training applications; ability to communicate technical concepts to non-technical stakeholders; strong written and verbal communication skills; ability to manage multiple technical tasks and project priorities; and ability to support Navy and…
