Position Overview
STi is seeking an experienced Supply Specialist to support the Naval Surface Warfare Center Carderock Division (NSWCCD) Property Management Division ien's Creek Annex (SJCA) in Chesapeake, Virginia. St. Julien's Creek Annex (SJCA) is a U.S. naval support facility in Chesapeake, Virginia, providing administrative, industrial, and storage services while undergoing environmental restoration for past ordnance and industrial activities. The ideal candidate has extensive Navy logistics experience, strong working knowledge of Navy ERP, and experience supporting supply operations, inventory management, audit readiness, and process improvement initiatives.

Duties & Responsibilities

• Provide technical, administrative, and project support for Navy Property Management operations.

• Support supply, inventory, warehouse, and logistics operations for Operating Materials & Supplies (OM&S), Sponsor Owned Material (SOM), General Equipment (GE), and Purchase

Requisition (PR) programs.

• Maintain accurate records within Navy Enterprise Resource Planning (Navy ERP).

• Process and track MILSTRIP requisitions, Purchase Card (P-Card) transactions, and Purchase

Requisition documentation.

• Conduct inventory validation, material accountability reviews, discrepancy research, and inventory reconciliation.

• Assist with Financial Improvement and Audit Readiness (FIAR) compliance efforts and support audit preparation activities.

• Perform material technical screening, inventory transactions, and material movement documentation.

• Assist with material disposition activities and property accountability requirements.

• Support warehouse operations and inventory management activities.

• Process Navy ERP access requests and workflow management activities.

• Develop and maintain Standard Operating Procedures (SOPs), workflow documentation, forms, and business process guides.

• Support knowledge transfer initiatives, process improvements, and implementation of new Navy policies and procedures.

• Collect, review, and analyze logistics and supply data to identify issues and recommend process improvements.

• Prepare written reports, briefings, and recommendations for Government leadership.

• Collaborate with Government personnel to improve operational efficiency and ensure compliance with applicable regulations.

Minimum Qualifications

• Bachelor's degree in Business Management, Supply Chain Management, Logistics, or a related discipline from an accredited college or university.

• In lieu of a degree, five (5) additional years of prior military, Department of Defense, or related experience in Property, Plant & Equipment (PP&E), Asset Management, Inventory Management, or Logistics.

• Minimum 10 years of Department of Defense logistics experience, including Navy logistics programs.

• Minimum 3 years of experience using Navy Enterprise Resource Planning (Navy ERP).

• Experience managing Navy logistics involving Sponsor Owned Material (SOM) and/or Operating Materials & Supplies (OM&S).

• Experience performing physical inventories, inventory reconciliation, and material accountability.

• Experience supporting contractor teams, project management efforts, or operational logistics programs.

• Strong written and verbal communication skills with the ability to prepare reports, recommendations, and documentation.

• Ability to work independently while supporting multiple priorities in a fast-paced Government environment.

• Favorably adjudicated Tier 3 (T3) Personnel Security Investigation (PSI) required.

Preferred Qualifications - Working knowledge of:

• DoD Financial Management Regulation (DoD FMR) Volume 4, Chapter 4

• Federal Financial Management Improvement Act (FFMIA)

• SECNAVINST 4440.33
