General

Summary:

The Payroll Department is a new function for Family Dollar after becoming a stand‑alone business. The department operates in hybrid model which includes Family Dollar associates and out‑sourced individuals located both in the corporate office and off‑site.

Flexibility will be a key attribute of success in this role as we work to define responsibilities and find efficiencies between the Family Dollar and out‑sourced team members. The director will be responsible for managing the payroll tax and unemployment teams while overseeing the payroll processing team, including the wage garnishment team, and coordinating the daily operations and workload of the payroll functions.

This position operates in a fast‑paced and team‑oriented environment. The individual is required to have the ability to effectively multi‑task, prioritize work, demonstrate accountability, and meet established deadlines. Oversee the Payroll functions, systems, and programs ensuring that policies and procedures comply with all government regulations and company guidelines. Support the planning and strategic initiatives assigned by leadership. Work with the VP, Controller and Payroll Manager to find efficiencies, develop and communicate goals with the team.

Ensure the goals and needs of the team, company, and its customers are consistently met. Manage the process improvement and quality control of Payroll related functions to maximize productivity, minimize duplicate work, and ensure quality service is delivered. Ensure deadlines are met in a timely manner and prioritize and delegate workload as necessary. Align resources to work assignments and processes to meet business requirements.

Provide leadership and direction and assist in the investigation and resolution of internal and external problems and concerns. Direct the training of staff when new procedures are required, to comply with changes.

Principal

Duties & Responsibilities:
  • Design, direct, and monitor the work of direct reports. Provide training and periodic performance reviews, as well as mentorship. Manage the out‑sourced team to accuracy and efficiency standards and provide feedback on performance their supervisors.
  • Provide direct management or oversight to all areas of the department:
    Payroll Processing, Garnishment, Payroll Taxes and Unemployment.
  • Ensure all payroll processes are executed appropriately and in a timely manner. Oversee the administration of payment of wages, bonuses, equity compensation, severance, and any other company benefit payment. Ensure full compliance of payroll processes and procedures with all federal, state, and local regulations.
  • Ensure all year end processing (W-2’s etc.) is completed in a timely and accurate manner.
  • Review accruals and reconciliations to the general ledger. Ensure accurate costing to the general ledger is processed weekly by identifying and resolving payroll discrepancies. Participate in monthly account reconciliation meetings with Accounting and the Controller.
  • Partner with VP, Controller to improve processes to ensure cost‑effectiveness and best use of skills for the Payroll Department.
  • Keep abreast of tax law and regulatory changes, including federal, state, and local minimum wage increases (and notify business partners of these changes; HR, Store Ops, etc.).
  • Develop and execute Standard Operating Procedures for the programs and systems relating to Payroll. Review and analyze procedures, identify areas for improvement and develop and implement standardizations.
  • Coordinate with HR and IT to manage the operations and workload of processes on our system, and how they influence meeting our established deadlines. Proactive in recommending and implementing changes by removing unnecessary roadblocks and resolving system obstacles.
  • Be the Subject Matter Expert on all Payroll processes and related systems, including those for unemployment and payroll taxes.
  • Manage periodic audits, projects, and processes. Serve as the key system resource and provide guidance during all stages of any system related projects. Perform testing of patches, upgrades, and improvements to Workday and any systems that touch Workday. (Timekeeping)
