Program Manager

A successful candidate will assume a critical role in overseeing and leading program management, and engineering and technical services, to support maintenance and planning for installing C4I systems onboard U.S. Navy Aircraft Carriers (CVNs) and big deck U.S. Navy Surface Ships.

This opportunity is available out of our Chesapeake, VA location. This position is contingent upon your ability to maintain/transfer a DoD Secret Security clearance, and then obtain/maintain a Top Secret clearance upon hire.

Within our Ship and Submarine Modernization division, Serco supports the US Navy as a prime contractor for their CTII (C4I modernization) contract. Our team upgrades, installs, maintains, and manages the C4I systems that provide network and communication capabilities to ensure the safety of the sailors and to allow them to perform their missions successfully. You will manage a large team of installers that works closely with the customer and other Serco teams to deliver quality systems.

The team has been recognized by the Navy and the industry for their outstanding contributions to their programs. In this role, you will:

  • Be responsible for managing C4I installation contracts for aircraft carriers and big deck surface ships - with annual revenue typically ranging from $10-20M annually
  • Contribute to all phases of C4I program modernization and life cycles
  • Be responsible for all program-level strategic planning and proactively monitor progress, resolving issues, and initiating appropriate corrective actions
  • Use industry-standard project management principles and tools to manage the cost, schedule, and quality of your portfolio of projects, including Earned Value Management, platform execution plans, material and logistics management, risk management, metrics analysis, and continuous process improvement
  • Require advanced knowledge and understanding of CVN and big deck surface platforms, and their associated C4I systems
  • Develop, establish, and maintain programs to support company initiatives
  • Ensure effective quality assurance and overall integrity of the program
  • Leverage in depth knowledge of modernization and maintenance requirements specified in contract references, such as NAVSEA Technical Specification , NAVSEA Standard Items, NAVSEA Technical Manuals, Joint Fleet Maintenance Manual, OSHA Standards, MIL-STDs, SECNAV and OPNAV Instructions.
  • Contribute to proposal submittal efforts - both in the development of management and technical approaches and in color team reviews.
  • Participate in business development efforts to grow the business through new and recompete opportunities, as well as teaming with industry partners
  • Exhibit effective stakeholder management - maintain alignment and relationships with internal and external customers
  • Typically manage a team of 30 or more employees including direct report managers

To be successful in this role, you will have:

  • An active DoD Secret Security clearance, with the ability to obtain/maintain a Top Secret clearance upon hire.
  • A Bachelor's degree from an accredited school and 5 years of project management experience.
    • OR an Associate's degree and 7 years of project/program management experience.
    • OR a High School Diploma/GED and 9 years of project management experience.
  • Experience in consulting directly with military customers
  • The ability to travel up to 10% travel to engage with government customers and industry events

Additional desired experience and skills:

  • US Navy veteran, qualified in C4I systems operation and maintenance
  • Extensive experience in all aspects of Navy and DoD acquisition processes encompassing Naval Ship new construction, modernization, and Navy C4I programs.
  • An ideal candidate will have experience as a U.S. Navy Engineering Duty Officer working collaboratively with major shipyards (both public and private) with direct experience in non-nuclear operation, maintenance, repair, design, test, and modernization (SHIPALT/SCD) of C4I and electronic equipment on aircraft carriers and surface ships, requiring detailed knowledge of technical specifications and standards.
