Job Description

The Office Systems Specialist II – VCIN

Join the City of Chesapeake Police Department as an Office Systems Specialist II and take the next step in your career supporting critical law enforcement information systems. This position plays a key leadership role within the unit, providing guidance and oversight to assigned staff while ensuring the accuracy and integrity of essential criminal justice information systems.

Responsibilities include:

  • Training, scheduling, assigning and evaluating work.
  • Maintains VCIN / NCIC file system and assists with cross checking VCIN entries for accuracy.
  • Enters data into the Virginia Criminal Information Network (VCIN).
  • Assists with ensuring that all staff certifications are maintained and re-certifications are scheduled accordingly.
  • Trains department personnel and outside agencies in VCIN certifications.
  • Identifies, troubleshoots, and resolves VCIN issues.
  • Performs other related duties as assigned.

In accordance with City policy, this position is deemed safety‑sensitive. As such, applicants for this position are subject to pre‑employment drug/alcohol testing after receiving a conditional offer of employment and may also be subject to random testing. This drug test includes testing for marijuana. Possession of a medical marijuana card will not excuse an applicant from the testing process; however, a test will not be considered positive for marijuana if a valid medical marijuana certification is presented unless the position requires a commercial driver’s license (CDL) or is a sworn law‑enforcement officer/deputy.

Required Qualifications

Vocational /

Educational Requirements:

Requires high school diploma or GED and any combination of education and experience equivalent to satisfactory completion of one year of college education.

Experience Requirements: In addition to satisfying the vocational/education standards, this position requires a minimum of two years of related, full‑time equivalent experience.

Special Certifications and Licenses: Requires a Full Access level VCIN operator certification upon hire and General Instructor certification within one year of hire. Must be a United States citizen or a lawful resident for the past 10 consecutive years. Requires a valid driver’s license and a driving record that is in compliance with the City Driving Standards.

Special Requirements: This job classification provides service to the community on an 18‑hour basis during various hours of the day and night. In order to accommodate this 18‑hour service, this job class is required to work on rotating schedules, which includes working weekends and holidays, and may involve work in excess of regularly scheduled hours (overtime) when required by operational necessity.

Employees may be expected to work hours in excess of their normally scheduled hours in response to short‑term department needs and/or City‑wide emergencies. Emergency operations support work and work locations may be outside of normal job duties.

Preferred Qualifications

Prior Law Enforcement experience, knowledge of Virginia State Codes, VCIN and NCIC, experience with Outlook and Microsoft software.
