Position: Bus Transportation Supervisor (Norfolk)

Job Overview

Hiring Salary: $70,000 + $5,000 Service Bonus.

Essential Job Functions
  • Maintain good public relations.
  • Enforce HRT rules, policies, and procedures to ensure safety and quality of service.
  • Participate in staff meetings and attend training sessions as required.
  • Answer inquiries about transportation services, routes, schedules, and stop locations.
  • Investigate and follow up on complaints.
  • Investigate and respond to accidents and incidents.
  • Meet with city and public officials to develop plans and schedules for street closures, detours, and new developments.
  • Work on departmental and interdepartmental projects, committee work, and communicate with management teams regarding important transit service issues.
  • Evaluate schedules and recommend service modifications.
  • Manage schedules for operator deployment to minimize unscheduled overtime.
  • Ensure adherence to HRT and applicable governmental laws and regulations.
  • Manage records in compliance with Hampton Roads Transit Records Management Policies and Procedures.
  • Prepare or coordinate documentation required for FTA triennial reviews, drug and alcohol audits, independent audits, state audits, etc.
  • Perform other duties as required.
  • When assigned to the Radio Communications Center (RCC):
    • Monitor and control all phases of bus fleet and non‑revenue vehicles after they depart the facility.
    • Monitor the radio system and maintain constant radio contact with transit vehicle operators and other TDCHR units.
    • Respond to emergencies and special needs; relay information and instructions regarding operational hazards and schedule changes.
    • Contact Police Department and Maintenance as required.
    • Resolve all radio calls regarding transit security incidents, accidents, and medical emergencies.
    • Resolve transit service disruptions, authorize bus operator overtime, instruct operators and mechanics, and monitor vehicle locations.
    • Monitor and maintain on‑time service performance using CAD/AVL technology.
    • Document service resolution for operators operating outside current standards.
    • Provide direct supervision and discipline to bus operators using radio, telephone, and text messaging.
    • Maintain logs, reports, and records of system status.
    • Enter data and prepare daily and special reports, including road calls, farebox, and wheelchair passengers.
  • When assigned to Field Supervision:
    • Monitor and maintain on‑time service performance using CAD/AVL technology.
    • Respond to emergencies on buses and call trouble on in-service buses.
    • Make mechanical decisions based on operator radio reports.
    • Coordinate Maintenance Department service calls and resolution.
    • Provide on‑street supervision; investigate accidents; ensure compliance with operating standards.
    • Resolve operating problems and re‑establish schedules in case of breakdowns.
    • Control unruly passengers and suggest alternative routing due to accidents.
  • When assigned to Dispatch:
    • Ensure all runs are filled by operators according to schedule.
    • Assign stand‑by operators and PM extras as required.
    • Distribute assignments, run guides, etc., to operators.
    • Monitor attendance and control attendance problems with the Manager.
    • Maintain and rotate the daily extra board and weekly board.
Qualifications
  • Must work with limited supervision from the Manager of Bus Transportation.
  • Must learn the procedures and operation of a complex two‑way radio and computer terminal system.
  • Ability to operate a radio system and solve operator problems quickly and calmly in emergencies.
  • Must handle heavy radio traffic and use independent judgment in difficult or emergency situations.
  • Must maintain courtesy and tact under stress and pressure from customers, vehicle operators, and co‑workers.
  • Require considerable knowledge of the service area, routes, and equipment.
  • Ability to coordinate with maintenance, risk management, and security departments as needed to manage incidents.
