Coordinator of the Charter School Oversight Office
The Coordinator of the Charter School Oversight Office (CSOO) leads the District's oversight of charter schools to ensure compliance with the Pennsylvania Charter School Law, Public School Code, Board policy, and charter agreements. The Coordinator serves as the District's primary liaison to charter schools, overseeing academic, financial, operational, and governance accountability while supporting high-quality educational opportunities for students.
Essential Duties and Responsibilities:
- Coordinates the implementation of the District's Charter School Oversight Framework, policies, and procedures.
- Monitors charter school compliance with applicable laws, regulations, charter agreements, and District expectations.
- Plans and manages charter oversight activities, including site visits, compliance reviews, performance monitoring, renewal evaluations, and public reporting.
- Develops and maintains oversight tools, performance dashboards, evaluation rubrics, and reporting systems.
- Collects, analyzes, and reports academic, financial, operational, enrollment, governance, and compliance data to identify trends and inform recommendations.
- Coordinates charter renewal and non-renewal processes, including the preparation of reports and recommendations.
- Assists with investigations related to complaints, compliance issues, governance concerns, and operational deficiencies.
- Serves as the District's primary liaison with charter school leaders, governing boards, legal counsel, governmental agencies, and community stakeholders.
- Collaborates with District departments to support charter school oversight, including Business Services, Special Education, Pupil Services, Curriculum and Instruction, Human Resources, Information Technology, Child Accounting, and Legal Counsel.
- Represents the District at meetings, hearings, conferences, and presentations related to charter school oversight.
- Performs other duties as assigned.
Knowledge, Skills, and Abilities:
- Knowledge of Pennsylvania Charter School Law, the Public School Code, and applicable state and federal regulations.
- Strong analytical, organizational, project management, and problem-solving skills.
- Excellent written, verbal, and presentation skills.
- Ability to build collaborative relationships while maintaining accountability and objectivity.
- High level of professionalism, integrity, confidentiality, and sound judgment.
- Proficiency in Microsoft Office, data management systems, and data analysis tools.
Qualifications:
- Education and Experience:
Bachelor's degree in Education, Educational Leadership, Public Administration, Business Administration, Finance, Law, or a related field required;
Master's degree preferred. Minimum of three (3) years of experience in educational administration, charter school operations, school accountability, compliance, public policy, finance, or a related field. Experience with charter school oversight or district administration preferred. - Licenses and
Certifications:
Pennsylvania administrative certification preferred. Pennsylvania professional educator certification preferred. Valid Pennsylvania driver's license required. - Physical Requirements:
Ability to travel to charter schools and District locations. Ability to attend occasional evening meetings. Ability to perform the physical demands associated with office and school environments.
Terms of Employment:
Twelve (12)-month position Salary commensurate with education and experience
