Air Emissions Monitoring Specialist I/II (Hybrid)
Dominion Energy offers a hybrid 3‑2 work schedule (three days in the office, two days teleworking) to accommodate flexibility.
Job SummaryThis role is part of a three‑level developmental series that provides technical support for Continuous Emissions Monitoring Systems (CEMS) at power‑generation facilities, ensuring compliance with local, state, and federal air quality regulations.
General Responsibilities- Support CEMS configuration, testing, and regulatory reporting.
- Apply technical knowledge to analyze emissions data and ensure regulatory compliance.
- Perform engineering or technical calculations, analysis, research, and design related to environmental compliance and system performance.
- Evaluate systems, equipment, and programs for compliance with company policies and regulatory requirements.
- Draft technical and audit reports to document CEMS events.
- Provide regulatory reporting assistance and contribute to compliance strategies.
- Work independently or as part of a team to solve problems and manage data.
- This role does not function as a technician in modifying, operating, or maintaining CEMS equipment.
- Perform basic and routine assignments under direct supervision to build technical and regulatory expertise.
- Prepare CEMS audit reports and assist with annual span and range evaluations of CEMS.
- Calculate annual capacity factors for peaking unit determination and load data into EPA’s ECMP-S system.
- Assist with report analysis, data management, and technical documentation.
- Learn to lead small‑group sessions on regulatory data reviews and reporting requirements.
- Apply basic understanding of environmental regulations.
- Create Excess Emissions Reports, Monitoring Plans, review Test Protocols and Audit Reports, and support CEMS/COMS equipment upgrades.
- Perform routine to moderately complex assignments with limited supervision.
- Analyze emissions data and support compliance efforts.
- Lead evaluations of systems and process improvements for regulatory alignment.
- Draft technical reports and contribute to compliance strategy development with greater autonomy.
- Demonstrate a working knowledge (3–4 years) of emissions monitoring policies, procedures, and practices.
- Operate and maintain CEMS with technical expertise using EPA’s ECMPS and CEMS DAHS software.
- Apply solid analytical and abstract thinking skills.
- Understand EPA AIR regulations applicable to Electric Generating Units, including 40
CFR
60 NSPS sections D, Da, Db, GG, and KKKK; 40
CFR
75 and Appendices A &
B. - Interpret EPA Air regulations and practices with general supervision.
- Support routine CEMS testing and scheduling.
- Perform more complex analysis and design for system performance.
- Lead small group knowledge sessions on regulatory data and reporting.
- Possibly visit plant sites for emissions testing.
- Strong computer skills and experience with EPA’s ECMPS and CEMS DAHS software.
- Basic knowledge of CEMS operation, maintenance, and technical design.
- Understanding of federal, state, and local environmental regulations for air emissions.
- Knowledge of moderate to complex systems such as PLCs and Data Controllers.
- Analytical skills to address findings and assist in compliance strategies.
- Ability to work individually or in a team.
- Willingness to lead small‑group knowledge sessions.
- Ability to learn EPA Air regulations and DAHS software configurations.
- For Level II: deeper knowledge of emissions monitoring policies and practices, and EPA AIR regulations for EGUs.
- Advanced knowledge of Microsoft Excel.
- Familiarity with 40
CFR
63 EGU MACT (MATS) and/or Industrial Boiler MACT rules.
Degree or equivalent combination of education and experience may be accepted in lieu of a Bachelor’s degree. Preferred disciplines:
Environmental Engineering or Environmental Science. Other disciplines may be considered.
