Job Summary
This position is a professional level position experienced in public and private volume purchasing. It is responsible for the process of bidding and purchasing of all County purchases which are governed by the County Procurement Policy to ensure all purchases are in compliance with County and State laws. A solid knowledge of government procurement bidding and contract procedures is required. This position will work closely with County Departments to standardize the procurement process and ensure compliance and competitiveness in obtaining services.

- Procurement Responsibilities
- Research new vendors, products, technology and service delivery methods to optimize county operations
- Prepares competitive sealed bids for solicitation; reviews and makes recommendations award
- Reviews purchase order requests for adherence to required guidelines, policies and procedures
- Assist with the effective coordination with the Finance Department to maintain a competitive purchasing process.
- Negotiates with vendors (method of procurement, quotations, best supply sources) within County policies; manages relationships with vendors
- Prepares wide variety of written materials (specifications, contracts, procedures, letters) for the purpose of documenting activities; provides written reference and conveying information.
- Works with local, state and regional purchasing cooperatives and associations to make joint purchases
- Prepares budget estimates for procurement of vehicles and equipment or capital acquisitions.
- Administrates vehicle procurement contracts.
- Works with all County departments regarding compliance with purchasing policies and procedures
- Performs other duties as required.
The position reports to the Director of Public Works. Position does not supervise staff.
Required Knowledge, Skills, and AbilitiesThe employee is expected to perform or possess the following:
- Strong knowledge of procurement processes including government contracts and bidding procedures.
- Working knowledge of financial budget and payment processes.
- Working knowledge of legal contract language.
- Ability to multitask, track and document project bid and contract progress.
- Ability to create and modify Excel spreadsheets
- Strong written and verbal communication skills.
- Ability to work effectively with others.
- Bachelors’ Degree Business Management
- Five years of relevant experience and/or training in the field.
- Or equivalent technical training, education or experience.
- Valid Maryland Driver’s License and an acceptable motor vehicle record
- Knowledge of standard office software
Work is conducted in an office setting with comfortable lighting, temperature and air conditions. The position occasionally requires stooping or bending. Occasional very light lifting, such as three or four reams of paper, books, or other materials (up to 20 pounds) may be required.
Work environment involves everyday risks or discomforts which require normal safety precautions typical of such places as offices or meeting rooms, e.g. use of safe workplace practices with office equipment, and/or avoidance of trips and falls and observance of fire regulations.
