Our client is seeking an experienced Regional Quality Control Manager to lead quality assurance and quality control operations across four precast concrete manufacturing facilities located in Maryland, Delaware, and North Carolina. Based in our Chestertown, Maryland headquarters, this leadership role is responsible for ensuring compliance with NPCA certification standards, DOT specifications, ASTM requirements, and internal quality programs while driving continuous improvement throughout the organization.
The Regional Quality Control Manager will oversee inspections, testing programs, quality documentation, audits, certifications, employee development, and quality system performance across multiple facilities. Working closely with production, engineering, project management, sales, and executive leadership teams, this individual will play a critical role in maintaining the company's reputation for delivering high-quality precast concrete products and engineered infrastructure solutions.

Lead quality control operations across four manufacturing facilities in three states
- Serve as the organization's quality leader and technical subject matter expert
- Partner directly with executive leadership to support strategic growth initiatives
- Standardize quality systems, processes, and best practices across multiple locations
- Drive continuous improvement efforts that directly impact product quality, production efficiency, and customer satisfaction
- Work on critical infrastructure projects supporting transportation, utilities, stormwater management, and community development
- Maintain accurate quality documentation and reporting systems.
- Lead root cause analysis investigations and implement corrective and preventive actions (CAPA).
- Track, analyze, and report quality metrics, trends, and performance indicators.
- Identify opportunities to improve manufacturing processes, reduce defects, and increase efficiency.
- Supervise, train, mentor, and develop Quality Control personnel.
- Lead recruiting, onboarding, performance management, and succession planning efforts for the Quality team.
- Foster a culture of safety, accountability, teamwork, and continuous improvement.
- Provide technical guidance and support when interacting with third-party inspectors and agencies.
- Education & Experience
- Bachelor's degree in Civil Engineering, Construction Management, Engineering Technology, or a related field.
- Minimum of 5 years of quality control, quality assurance, or manufacturing leadership experience within the precast concrete, concrete products, construction materials, or related industry.
- Experience managing quality systems and regulatory compliance programs.
- Multi-site quality leadership experience preferred.
- Technical Knowledge
- Strong knowledge of NPCA certification requirements, ASTM standards, ACI standards, and DOT specifications.
- Strong understanding of precast concrete manufacturing processes, concrete testing, and concrete mix design development.
- Experience with quality control systems, documentation, inspections, and audits.
- Proficiency in Microsoft Office applications.
- Excellent communication, organizational, problem-solving, and decision-making skills.
- Proven ability to lead teams, influence stakeholders, and drive continuous improvement initiatives.
- Ability to balance strategic objectives with day-to-day operational execution.
- Preferred Qualifications:
- Professional Engineer (PE) license.
- ACI, PCI, NPCA, or related industry certifications.
- Experience using Titan ERP/QC Module.
- Knowledge of regional DOT requirements throughout Maryland, Delaware North Carolina, and the surrounding Mid-Atlantic region.
- Experience leading quality programs across multiple manufacturing facilities.
