We are seeking an experienced Payroll Manager to oversee all aspects of payroll operations while ensuring compliance with federal, state, and local regulations. This role will lead payroll processing, reporting, tax compliance, and certified payroll requirements for prevailing wage. The ideal candidate is a hands‑on payroll professional with strong leadership skills, deep knowledge of multi‑state payroll regulations, and experience preparing and reviewing certified payroll reports.
Relevant payroll management and certified payroll experience is emphasized in comparable payroll leadership roles found in internal resources.
- Manage end-to-end payroll processing for hourly and salaried employees, ensuring accuracy and timeliness.
- Oversee weekly, bi-weekly, and semi-monthly payroll cycles.
- Prepare, review, and submit certified payroll reports in compliance with Davis-Bacon Act, and prevailing wage requirements.
- Ensure compliance with all federal, state, and local payroll tax regulations.
- Process payroll-related garnishments, deductions, benefits, and employee reimbursements.
- Maintain payroll records and ensure proper documentation for audits and compliance reviews.
- Reconcile payroll accounts and prepare payroll-related journal entries for the general ledger.
- Partner with Human Resources, Accounting, and Operations to ensure accurate employee and compensation data.
- Manage payroll system updates, process improvements, and internal controls.
- Coordinate year-end payroll activities, including W-2s, payroll tax filings, and regulatory reporting.
- Serve as the primary contact for payroll inquiries.
- Bachelor's degree in Accounting, Finance, Business Administration, Human Resources, or related field preferred.
- 5+ years of progressive payroll experience, including payroll leadership or management responsibilities.
- Required experience preparing and managing Certified Payroll reporting.
- Strong understanding of prevailing wage requirements, Davis-Bacon regulations, and government contract compliance.
- Experience processing multi‑state payroll.
- Knowledge of payroll taxes, wage and hour laws, garnishments, and payroll accounting.
- Experience with payroll systems such as ADP, UKG, Workday, Paycom, Ceridian, or similar platforms.
