Accountant Position

The Office of State Lands and Investments (OSLI), an agency committed to effectively managing natural resources and funds for current and future generations, seeks an Accountant in the Administrative Services Division. This position provides fiscal support related to land management procedures and administration, including knowledge of applicable rules, regulations, and statutes related to the management of approximately 3.5 million acres of State Trust Land.

This Accountant position assists the Principal Accountant with the processing and maintenance of revenue and expenditure activities for OSLI. This position is responsible for revenue collection and distributions for OSLI, which averages approximately $200 million annually for the trust beneficiaries. These revenue streams include Annual Grazing Lease Payments, Excess Grazing Rentals, Temporary and Special Use Permits, Surface Impact Payments, Right-of-ways/Easements, Forestry Timber, Slash and Bond payments, and Mineral Royalty and Lease payments.

This position is located in Cheyenne, Wyoming. Cheyenne is a full-service community, home to over 60,000 residents.   • Organizes prepares and processes cash receipts in the state accounting system, Wyoming Online Financial System (WOLFS).
  • Processes department WOLFS (State Accounting System i.e. WOLFS) documents for A/P and A/R to include encumbrances, voucher payable, agency refunds, revenue modifications, etc.
  • Responsible for vendor maintenance in WOLFS.
  • Prepares and processes agency purchasing card payments.
  • Processes payments for disbursement requests.
  • Ensures internal control of work in the unit or division.
  • Researches and analyzes data.
  • Prepares, analyzes, and interprets fiscal information and may carry out special studies.
  • Recommends fiscal policy and methods for improving operations.
  • Maintains and manages fixed and non-fixed assets in WOLFS, tracks physical inventory, and prepares inventory reports.
  • Ensures statutory compliance by internal and external stakeholders.
  • Provides annual activity reports to the State Auditor's Office for the Annual Comprehensive Financial Report (ACFR), as requested.

Knowledge of purchasing procedures.

Minimum Qualifications:

Education:

Bachelor's Degree (typically in Finance)

Experience:

0-1 year of progressive work experience (typically in Finance) with acquired knowledge at the level of an Accounting Technician OR

Education & Experience Substitution: 3-4 years of progressive work experience (typically in Finance) with acquired knowledge at the level of an Accounting Technician
