Amentum is seeking a Subcontracts Administrator (SCA) to manage the full subcontract lifecycle—from solicitation to closeout—supporting prime government contracts within the Engineering and Technology Business Group. You bring proven experience in federal subcontract administration and procurement systems. You can work independently, manage multiple priorities, and ensure high levels of internal customer satisfaction.

Core Responsibilities

Manage the full subcontract life cycle—from planning and RFP issuance to negotiation, award, and closeout—ensuring alignment with prime contract requirements and Amentum policies. Key duties include:

  • Lifecycle Management:
    Administer various subcontract types (CPFF, T&M, FFP) in compliance with FAR/DFARS regulations.
  • Systems & Compliance:
    Maintain audit-ready files using Deltek Costpoint, AMRO, and SharePoint; manage subcontractor time collection and invoicing systems.
  • Performance Tracking:
    Produce key metrics, including cycle time, aging, burn rates, and closeout status.
  • Stakeholder Engagement:
    Act as the primary liaison between suppliers and internal management to resolve issues and ensure execution.
  • Contract Administration:
    Draft and negotiate subcontracts, NDAs, and modifications while applying mandatory FAR/DFARS flowdowns and terms.
  • Proposal Management:
    Issue RFPs, evaluate supplier proposals for SOW compliance, and conduct price/cost analyses to mitigate risk.
  • Financial Oversight:
    Monitor funding ceilings and burn rates, coordinate invoice processing, and support subcontractor timekeeping.
  • Compliance & Guidance:
    Maintain audit-ready files and provide procurement expertise to cross-functional stakeholders.
Minimum Requirements Qualifications & Experience
  • Education:

    Bachelor’s degree in Business, Supply Chain, or a related field.
  • Experience:

    5+ years in subcontracting or procurement; federal acquisition (FAR/DFARS) knowledge required.
  • Technical

    Skills:

    Proven ability to manage subcontract documentation, compliance, and file maintenance.
  • Financial Acumen:
    Skilled in price/cost analysis, scope evaluation, and negotiation strategy.
  • Contract Management:
    Proficiency in administering FP, CR, and T&M contract types.
  • Risk Management:

    Ability to identify risks and implement practical mitigation strategies.
  • Communication:
    Strong professional English communication skills for all organizational levels.
  • Execution:
    Excellent organizational skills to manage competing priorities and stakeholder reporting.
  • Travel:
    Ability to travel for occasional onsite meeting requirements. Must be able to obtain and maintain facility credentials/authorization.

    Note:

    US citizenship is required for facility credentials/authorization at the onsite work location.
Systems & Tools
  • Software:
    Proficient in Microsoft Office (Word, Excel, PowerPoint).
  • ERPs:
    Experienced with procurement systems (e.g., CostPoint, SAP, OnBase) and electronic filing.
