Regulatory Compliance Specialist, Civil Engineering
Under general supervision conducts field inspections of new and existing residential, commercial, and industrial construction to determine compliance with applicable building, residential, electrical, plumbing, mechanical, and energy codes, approved plans, permits, and adopted regulations. Provides technical assistance to contractors, architects, engineers, property owners, and the general public regarding code compliance and construction requirements.

Responsibilities- Conducts field inspections of new and existing structures during all phases of construction including foundations, framing, structural systems, electrical, plumbing, mechanical, energy code, accessibility, and final occupancy inspections.
- Reviews plans, specifications, and permit documents for compliance with adopted building codes and approved construction documents.
- Investigates complaints regarding unsafe structures, code violations, and construction-related concerns.
- Provides technical guidance and code interpretations to contractors, architects, engineers, developers, and the public.
- Documents inspection results, maintains accurate electronic inspection records, and prepares reports and correspondence.
- Issues correction notices, recommends stop‑work orders when necessary, and verifies corrective actions.
- Coordinates with plan reviewers and other inspectors to ensure timely and consistent enforcement of applicable codes.
- Performs final inspections and recommends issuance of Certificates of Occupancy.
- Performs other duties as assigned or required.
Must have a Journeyman or Master Electrician License and two (2) years of progressively responsible building inspection, construction, plan review, or closely related experience; or any equivalent combination of education and experience from which comparable knowledge, skills, and abilities have been achieved.
Must be able to obtain within one year of employment and maintain International Code Council (ICC) or International Association of Electrical Inspectors certification as an Electrical Inspector or other inspection certifications required for assigned duties.
Knowledge and Skills- Knowledge of county, state, and federal statutes, ordinances, building codes, and regulations.
- Knowledge of construction methods, materials, inspection practices, and accepted building standards.
- Ability to read and interpret blueprints, engineering drawings, specifications, and technical reports.
- Skill in communicating technical information clearly and professionally to customers and coworkers.
- Skill in maintaining accurate records and using computer software and inspection management systems.
- Ability to establish and maintain effective working relationships with coworkers, contractors, design professionals, and the public.
