GENERAL DESCRIPTION:

This Education Program Consultant position is responsible for implementing the statewide assessment system with the goal of ensuring federally approved assessments that are instructionally supportive and provide relevant, reliable, valid, and timely data. Duties include reviewing and updating test delivery systems and workflow processes, test forms and items, and assessment manuals and documents. Duties also include monitoring test security practices and providing technical support to schools and districts.

This position will focus on and be the project manager of the state alternate assessment and will assist others with the use of accommodations in their assessment programs. The successful candidate will create and manage timelines, schedule and facilitate statewide committee meetings, and provide support for districts, including professional development. This position requires strong written and verbal communication skills and organizational skills.

ESSENTIAL FUNCTIONS:

* Monitors programs for compliance with regulations and provides feedback to districts or sub-grantees

* Identifies potential problems and devises solutions

* Disseminates professional trends by presenting information at meetings, workshops, and/or conferences

* Develops strategic planning for cross-agency collaboration and agreements to meet agency objectives and to implement new programs

* Plans and conducts workshops and trainings on state and/or federal programs

* Authority to ensure compliance

* Monitors appropriateness of expenses to meet project goal

* Determines goals in professional development to ensure all job functions can be met

* Oversees completion of state and federal reporting requirements

* Utilizes statewide assessment and accountability systems, practices, and standards

* Assists agency teams with research design, data analysis, and practical application to large-scale assessment development and implementation at state and local levels

* Shows strong interpersonal communications

* Uses large-scale project planning and organization to ensurespecial education requirements, systems, and processes are embedded within statewide assessments

* Other duties as assigned

Qualifications

PREFERENCES:

Preference will be given to individuals with a degree in education and with classroom teaching experience in SPED.Preference may be given to candidates with experience in assessment systems, state or federal accountability requirements, and experience analyzing data to support continuous improvement. Strong communication, organization, and program oversight skills are desired.

KNOWLEDGE:

* Knowledge in process and project management

* Knowledge in strategic planning and performance measures

* Knowledge in policy implications from program evaluation and research findings

* Strong communication skills, both written and oral, and the ability to present in front of both large and small groups

* Knowledge of State and Federal laws, especially regarding educational accountability

* Knowledge of data quality control measures

MINIMUM QUALIFICATIONS:

Education:

Bachelor's Degree (typically in Education)

Experience:

1-2 years of progressive work experience (typically in Education or Instruction) with acquired knowledge at the level of an Education Program Specialist.

OR

Education & Experience Substitution:

4-6 years of progressive work experience (typically in Education or Instruction) with acquired knowledge at the level of an Education Program Specialist.

* This position offers full-time telework, with occasional required in-office attendance.

* Successful applicants will be required to participate in meetings and events at the Cheyenne Office on a monthly basis.

* Successful applicants must reside in Wyoming or maintain a primary residence within a 100-mile radius of Cheyenne for the duration of their employment with the Wyoming Department of Education.
