Project Overview

The Rapid growth of AI and digitalization is fuelling unprecedented demand for data centres that require large, reliable sources of energy. In response to this market trend, the Renewables & Clean Power (R&CP) team has signed an early‑works contract to build one of the largest gas‑fired power generation facilities in the U.S. Our team is helping the customer progress from early‑stage development through to the start of full EPC delivery in 2026.

Job Summary

The Startup I&C Lead assists the Commissioning Manager in managing and supervising the I&C CSU activities at the project. The Lead is responsible for planning and executing the startup, commissioning, and initial operation of the I&C systems and equipment. The role includes assigning systems and responsibilities to I&C startup engineers, coordinating with electrical, mechanical, and other disciplines, and ensuring all testing completes from component level through integrated operation with the rest of the facility.

Responsibilities
  • Assist in preparation of project estimates.
  • Coordinate with project management, startup engineering, construction, and client activities as an office assignment or during startup operations, maintenance or testing at the jobsite.
  • Lead the preparation of portions of or assist in preparation of operations manuals.
  • Execute planning for assigned scope, including scoping, plans, procedures, schedules, and budgets.
  • Set up progress‑reporting framework for the scope area and review progress with the team, taking proactive course corrections as needed.
  • Develop and evaluate plans and criteria within the discipline or specialty for various project activities.
  • Interpret new or special regulations, codes, standards, criteria and performance data related to the specialty.
  • Supervise, coordinate, and review the work of assigned engineers; estimate staffing needs, schedule, and assign work to meet completion dates.
  • Provide technical advice and resolution of technical questions arising in the area of specialty.
  • Prepare system testing and turnover documentation.
  • Assist the training group in developing training program material for client personnel.
  • Prepare system pre‑operational test procedures; complete testing per Bechtel Standard Test and Commissioning Procedures (STCP) and Standard Work Process Procedures (SWPP).
  • Prepare preventative maintenance procedures and schedules for equipment after commissioning.
  • Apply industry and regulatory standards, design criteria for I&C systems to develop test plans and procedures.
  • Perform I&C work in accordance with corporate procedures and guidance.
  • Use interpersonal skills to interact closely with client management and O&M personnel.
Education and Experience Requirements
  • Bachelor's degree (or international equivalent) and 10-13 years of relevant experience, or 14-17 years of relevant work experience.
Required Knowledge and Skills
  • Experience delivering large‑scale combined‑cycle power projects.
  • Broad knowledge of industry and regulatory standards and facility operations criteria pertinent to the activities supervised.
  • Knowledge and experience with commissioning behind‑the‑meter power generation (preferred); integration of power facilities in a data‑center environment (preferred).
  • Extensive knowledge of administrative practices including cost and scheduling.
  • Ability to lead and motivate team members.
  • Expert understanding of CSU core processes and procedures.
  • Technical and practical comprehension of engineering, procurement, & construction functions and general business techniques.
  • Excellent oral and written communication skills; ability to present CSU information to management and client.
  • Familiarity with OEM turbine controls, vibration monitoring, safety systems, and DCS.
  • Proficiency in control valve calibration and communication protocols.
  • Proficient in loop checking and validation.
